Ellen Gallagher’s name should be familiar to the public, yet she is little known outside the watchdog world. She has worked relentlessly to expose the routine, abusive use of solitary confinement in ICE custody. The UN explains that solitary confinement for over 15 days constitutes torture. The average solitary confinement “sentence” in ICE facilities is upwards of 30 days, but, as Gallagher discovered, can last for years. She has sought to end this abusive practice by raising concerns within he federal government, going public in 2019, resulting in earned media attention. We have supported her advocacy for an end to this cruel use of solitary confinement in immigrant detention. Gallagher’s whistleblowing catalyzed others to call for needed reform. A report from Harvard affirms Gallgher's assertion of the profoundly troubling human impact of solitary confinement in ICE facilities. This marked new legislation aimed at ending the abusive practice of solitary confinement in ICE and Ellen Gallagher's legacy as a brave whistleblower creating real change in the immigration justice system. Our organization is growing in exciting ways!  We’re proud to announce three staff members are being promoted to new positions where they’ll steer our mission to ensure whistleblower disclosures make a difference. Our Senior Counsel and Education Director, Dana Gold, has become our new Senior Director of Advocacy and Strategy! Dana works closely with the Executive Director and other directors in determining the organization’s strategic priorities, overseeing its issue campaigns, and coordinating its critical advocacy functions. Our Immigration Counsel, Andrea Meza, has taken on a new role as our Director of Advocacy Campaigns, and Director of our Immigration and Food Integrity Campaigns. Andrea operates under the Senior Director of Advocacy and Strategy to execute advocacy strategy across campaigns to prioritize the effective execution of our methodology. Our Deputy Director of Operations and Development, Katie Goff-Eldredge, will be stepping into Director of Operations and Deputy Director of Development! Katie leads the Operations and Development teams in managing our constituent relationship management database, donors, and grant support to move our work forward. As we restructure to provide the best standards of representation and protection to whistleblowers, we are lucky to have strong leadership blazing our new path.  Congratulations to Dana, Andrea, and Katie!  Congratulations on the well-deserved promotion! #newposition

Today, the Justice Department launched a new #whistleblower reward program for reporting significant financial crimes, leading to a successful enforcement action. However, we're concerned that the program is inconsistent with best practices. In this program, when a whistleblower tip results in successful enforcement, they could receive a financial reward. The new program aims to “fill the gap” that otherwise exists between programs that work with whistleblowers. The program would only pay whistleblowers who: ➡️submit new, truthful information; ➡️are not involved in the criminal activity itself; and ➡️have no other financial disclosure incentive programs. However, there was no mention of crucial anti-retaliation protections. We have many suggestions for important changes to be put in place to ensure whistleblowers are treated correctly. We met directly with the Justice Department to help inform the structure of this new program and set it up for success as the leader in whistleblower protection.
