The only provider of legal services on Skid Row in downtown Los Angeles, Inner City Law Center combats slum housing while developing strategies to end homelessness. Inner City Law Center is recognized for our expertise in housing issues, veterans’ benefits, and homelessness prevention. Our staff of 40, including 20 attorneys, provides quality legal representation for people who have nowhere else to turn. We fight for justice for low-income tenants, working poor families, immigrants, people who are homeless or disabled, and veterans. Driven by the fundamental principle that every person should always be treated with dignity and respect, ICLC works for long-term, positive, and meaningful change. We've litigated over half a dozen cases involving the Anti-Harassment Ordinance highlighted in this article. It's an important tool for protecting tenants from being threatened or intimidated out of rent-controlled homes. But the article is correct that the law could be significantly improved.

Interesting new study on rent control finds that: “rent control is associated with statistically significant increases in units affordable to extremely low-income households (those making less than 30 percent of area median income) and decreases in the number of units affordable to people with incomes above 120 percent of area median income.”
We just published a working paper with new findings from our national study on rent control! We find that rent control is associated with a reduction in the total number of rental units in a city. However, it is also associated with an increase in the availability of rental units affordable to extremely low-income households, offset by a decline in units affordable to higher income brackets.
