Our research on youth sexual offenses in states with registration reforms highlights the impact of language and policy on outcomes. This work is crucial for creating more effective, compassionate approaches to youth justice. Research Highlights: • Language Matters: The term “juvenile sex offender” boosts support for harsh policies; “youth with problematic sexual behaviors” fosters a more supportive approach. • Effective Interventions: Community-based treatments, such as cognitive behavioral therapy (CBT) and multisystemic therapy (MST), are proven to reduce recidivism and cost less than $5,000 per youth. • Early Action: Advocacy groups stress early identification and intervention to prevent abuse and support youth effectively. Youth on Sex Offender Registries: What Happened When One State Stopped This Practice? The Child Maltreatment Policy Resource Center (CMPRC) identifies the most urgent dilemmas with potentially far-reaching consequences for maltreated children and their families. We work to provide solid and thoughtful guidance to help policymakers and practitioners make better, more valid decisions. Currently, CMPRC is examining trends in youth sexual offenses in states where reforms have taken place to determine the impact of registration changes on the number of sex-related crimes. In December 2014, the Pennsylvania Supreme Court ruled that placing youth on the sex offender registry was unconstitutional, following a case brought by the Juvenile Law Center. This landmark decision ended registration and notification for youth, highlighting the judicial branch's role in promoting justice without political influence. The Court's opinion aligns with the American Law Institute's model legislation, underscoring the harms of registration for youth and the need for policies that recognize the potential for rehabilitation in these youth.
