The Maryland Health Services Cost Review Commission (HSCRC) is an independent state agency responsible for regulating the quality and cost of hospital services to ensure all Marylanders have access to high value healthcare. HSCRC’s vision is to enhance the quality of health care and patient experience, improve population health and health outcomes, and reduce the total cost of care for Marylanders. HSCRC plays a key role in managing Maryland's Total Cost of Care Model agreement with the Centers for Medicare and Medicaid services. Under the Model, HSCRC is responsible for creating innovative programs to encourage hospitals to partner with non-hospital providers to improve health care cost and quality and partner with community organizations to improve population health.

HSCRC celebrates the ribbon-cutting for the Dyer Crisis Center. RI International and Totally Linking Care (a nonprofit coalition of six hospitals serving Southern Maryland) did tremendous work to build this Center, a crucial resource for this community. We are proud to have provided financial support for this crisis stabilization center, the first in Prince George's County. CMS is pleased to announce that the States Advancing All-Payer Health Equity Approaches and Development (AHEAD) Model has announced the first round of state participants: Connecticut, Maryland, and Vermont. Hawaii will also participate, upon satisfaction of certain requirements. CMS and participating states will operate the AHEAD Model in partnership to curb health care cost growth; improve population health; and advance health equity by reducing disparities in health outcomes. CMS will issue Cooperative Agreements to up to eight states, each of which will have the opportunity to receive up to $12 million from CMS during the first five and a half to six years of the model to support implementation. Applications for the third and final Cohort are due on August 12, 2024, and award notices will be issued in fall 2024. For more information, please visit the AHEAD Model website: go.cms.gov/AHEAD.

Today Maryland Health Services Cost Review Commission (HSCRC) announced that Maryland’s Episode Quality Improvement Program saved $20 million in the first year! This program allows #specialistphysicians and other providers to earn a portion of the #Medicare savings they create through delivering efficient and high-quality patient care. This program has grown every year. In year one (2022), 1980 practitioners participated. 3217 practitioners are enrolled for 2024, representing 43 specialties. This year #physicaltherapists are participating for the first time, using PT to prevent avoidable #orthopedic care such as surgeries, injections, and MRIs. We are so proud of our staff, alumni, and many partners for this successful outcome, including MedChi, The Maryland State Medical Society, CRISP - Chesapeake Regional Information System for our Patients, and Maryland Hospital Association. The Centers for Medicare & Medicaid Services released an evaluation of #Maryland's unique Total Cost of Care Model for health reform. The Model has successfully improved #healthquality, #healthequity, controlled #healthcosts, and increased investment in #primarycare. Maryland Health Services Cost Review Commission (HSCRC) is thankful to all of our federal, state, consumer, and private sector partners for this achievement!
Today CMS released an evaluation progress report on the first 4 years of the Maryland Total Cost of Care (MD TCOC) Model: https://lnkd.in/emp6UxaD (https://lnkd.in/emp6UxaD). In MD TCOC, Maryland is fully accountable for the cost and quality of care for each person with Medicare. The model aims to improve the overall health of Marylanders, support better care coordination and patient-centered care, reduce avoidable hospital readmissions and emergency department visits, and improve the patient experience across health care settings. Findings show that the model had positive effects on spending, quality, and service use. The model reduced disparities in quality-of-care measures for individuals by race (non-Hispanic Black compared to White) and place (living in high compared to low Social Vulnerability Index areas).
