About us

PERA serves more than half a million current and former public employees from more than 3,500 local units of government throughout the state of Minnesota. Established in 1931, PERA administers three statewide retirement plans providing defined benefit plan coverage to employees of local governments and school districts. The Association also manages a statewide retirement plan, providing defined contribution (DCP) coverage to elected officials, city managers, and ambulance service and medical personnel. Finally, PERA oversees a lump-sum defined benefit fund for volunteer firefighters in the state. All these programs are qualified retirement plans under Section 401(a) of the Internal Revenue Code.

This includes, but is not limited to ensuring contributions are deposited, members, vendors, and employees are paid and financial activity is recorded timely, accurately, and in compliance with all applicable legal provisions and accounting principles. This position is also responsible for all financial reporting including, but not limited to the Annual Comprehensive Financial Report. As delegated, this position will engage with the management team to evaluate, define, plan and implement initiatives and best practices to improve financial management. This position exists to plan, direct and supervise the business functions and supervisory and professional level employees of the Member Service Center. This position is to ensure: that all member phone calls, online communication, and other inquiries are handled in accordance with Minnesota Statutes 353 and 356; expert counseling is provided to members or benefit recipients on benefits, federal and state tax issues, and financial planning relating to PERA; and the department’s output accomplishes PERA’s mission, vision, and objectives within established laws, policies, rules, budget, time schedules, and standards. This is achieved through: Direction - train, coach, and counsel employees on the best ways to accomplish goals, develop productive work relationships, and facilitate the continuous improvement of work processes and individual employee performance. Oversight - observation of employees as they work and knowing work outcomes. Liaison - between employees and managers as well as between the goals and objectives of the organization and the day-to-day operations of the department. This posting will close on 12/13/2023 What this position will do: This position exists to coordinate and provide lead work direction on a daily basis of all Member Service Center programs and activities to the Member Service Center department of the Operations Division at PERA. The Principal will serve as general knowledge expert for all PERA benefit customer service representatives (RSS series and receptionist staff) who work in the Member Service Center. The Principal will research inquiries related to benefit calculations, disability benefits, survivor benefits, and eligibility in accordance with laws, rules, procedures, and regulations; provide expert level counseling to stakeholders. The incumbent will document and maintain the knowledge base for the Member Service Center. This position may offer the option to telework or work in the St. Paul Office.
