Federal law requires that manufacturers of cosmetic products register their production facilities and products with the Food and Drug Administration. This authority derives from the Modernization of Cosmetics Regulation Act (MoCRA), which became law approximately two years ago. Last year the FDA issued two MoCRA-related guidances, which affect the required compliance for cosmetics manufacturers and set deadlines for compliance.
