NASDDDS Deputy Executive Director, Teja Stokes, presented at the National Conference of State Legislatures' meeting of State Health & Human Services Committee Chairs on June 25th in Washington, DC. The presentation focused on Medicaid and systems of care for people with I/DD noting the fact that people receiving support can be involved in multiple systems at various points in their lifetime. A recent study on employment among people with IDD from HSRI researchers and National Core Indicators – Intellectual and Developmental Disabilities found that having an employment-related goal in one’s service plan is associated with a 450% ❗❗ increase in the odds of having competitive integrated employment (CIE) compared to being unemployed. These striking results emphasize the importance of documenting employment preferences in person-centered service plans. Whether a person wants to maintain employment, increase hours, get a new job, retire, or not work, their preferences should be documented in their service plan. A recent edition of the Disability and Health Journal features an article on employment among people with intellectual and developmental disabilities (IDD) authored by HSRI researchers. The 2021-2022 National Core Indicators—IDD in-person survey revealed that 75% of people with IDD who work in facility-based settings earn sub-minimum wages. At the same time, the average hours worked are highest in facility-based settings (32.8 hours per two-week period). This finding illustrates the experience of underemployment for many people with IDD.
