Dickey from University of North Florida and Maria Agrusa from County of Orange (Procurement) about the Cost to Procure (how much it costs public entities to run a new solicitation or bid) and the Cost to Propose (how much it costs suppliers to respond to bids or solicitations). These leaders discussed calculating costs to be able to make more data-driven decisions around choosing a purchasing pathway for their organization, specifically whether to solicit / bid or piggyback using an existing contract.
