The New York State Comptroller is the State’s chief fiscal officer who ensures that State and local governments use taxpayer money effectively and efficiently to promote the common good. The Comptroller’s responsibilities include: - Serving as sole trustee of the $248.5 billion New York State Common Retirement Fund (value as of March 31, 2023), one of the largest institutional investors in the world. - Administering the New York State and Local Retirement System for public employees, with more than one million members, retirees and beneficiaries and more than 3,000 employers. - Maintaining the State's accounting system and administering the State’s more than $18 billion payroll. - Reporting on State finances. - Managing and issuing State debt. - Reviewing State contracts and auditing payments. - Conducting audits of State agencies, public benefit corporations and local governments. - Overseeing the fiscal affairs of local governments, including New York City. - Overseeing the Justice Court Fund and the Oil Spill Fund. - Serving as custodian of more than $18 billion in unclaimed funds, restoring lost accounts to their rightful owners. - Conducting training and providing technical assistance to improve government operations at all levels.   • With a strong background in information technology and a keen eye for detail, Jiaqi Wang plays a crucial role in ensuring the integrity and efficiency of digital operations at the Office of the New York State Comptroller. Her manager, Mara Burns, describes her as always prepared, eager to learn, and having a can-do attitude as some of the many reasons for nominating Jiaqi for an “Outstanding New Employee” MVP award, which she was honored with recently. After starting as an intern in 2017 and transitioning to full-time in 2019, Jiaqi’s contributions have significantly supported the State Comptroller’s mission of maintaining transparency and accountability. We spoke with Jiaqi about her experiences. 🔵What brought you to the State Comptroller’s office? I did my first internship in data analytics here in 2017. I love my team and enjoy the working environment. From there, I knew I would look for a state job after my graduation. I got my first offer from the State Comptroller’s office in 2019, and I accepted it right away. That is where my journey started. The State Comptroller’s office has a very nice culture and all good benefits for employees. 🔵What has your experience been like? We have a very nice team. People follow the rules, but they are also very easy-going. We celebrate the successes and take lessons from the failures. We give patience to new team members but also keep on the project management. I love the balance here. We all work like a team to move things forward. 🔵What would you say to anyone considering a position with our office? If your goal is a state job, join the State Comptroller’s office.   • Please join us in congratulating Todd Scheuermann on his retirement and impressive 30-year career serving the people of New York State! Todd spent two decades working as a point person on state budget issues for the executive and legislative branches, including funding for transportation, economic development, human services, housing, environment, and local governments. Most recently, he’s served the State Comptroller’s Office as Assistant Deputy Comptroller for the division of budget and policy analysis. Todd’s enthusiasm, thoughtfulness, and compassion are widely respected by his colleagues along with his extensive knowledge of the budget and legislative process. State Comptroller DiNapoli recently presented Todd with a proclamation highlighting his professionalism and thanking him for his many contributions. Before he stepped away, we caught up with Todd about his time here in the State Comptroller’s Office and his important work. • What has been most rewarding about working for the Office of the State Comptroller? Working in the State Comptroller’s division of budget and policy analysis has been a great experience. Comptroller DiNapoli cares deeply about New Yorkers and how the state budget affects their daily lives. And he supports our work to draw attention to issues that matter. • What will you miss the most? All of my colleagues. The staff throughout the agency are true professionals: capable, collaborative, and committed to doing the best work possible managing state finances. Most especially, I’ll miss the team in budget and policy analysis and our deputy comptroller Maria Doulis; together, they make a great team that is a joy to work with. • Any advice you have for people beginning their career in the State Comptroller’s Office? Pay attention to the details and keep the big picture in mind. One of my early career supervisors wisely advised me to learn everything I could about how the state government system operates, so that I would be able to help effect change when and where it was needed and possible. Whatever you intend as your career path in state service, remember that you’re here to make New York a better place for everyone. • What are you looking forward to most in retirement? After spending 30 years tied to the state budget and legislative schedule, I’m looking forward to control of my time. That will allow for more time with family, exploring, and helping to make New York a little better place for everyone in different ways.   • “Always be prepared” has been the lesson of the last few years. Fortunately, the State Comptroller’s office has a team dedicated to thinking through and preparing for possible business continuity and emergency situations.  Karen Adams leads and oversees this critical work as our emergency preparedness manager, working with divisions agency-wide to plan, prepare and communicate strategies for our agency and 2,500+ employees.
