NAACOS and a dozen other leading #healthcare organizations yesterday shared recommendations for improving physician payment with Congressional leadership, including: United States Senate Committee on Finance - U.S. House Committee on Ways & Means - House Committee on Energy and Commerce The stakeholder urge lawmakers to prioritize measures that advance value-based care in efforts to reform #Medicare's physician payment systems. New Health Affairs article finds physician practice ACOs in the Next Generation ACO Model averaged the largest reductions in spending, reducing average beneficiary costs by $367 per year. This is consistent with the Partnership to Empower Physician-Led Care's white paper, which found consistent evidence of superior outcomes in ACO models by small and independent physician practice participants, compared to other types of ACOs. https://lnkd.in/giqvJ9u5

PEPC was pleased to submit comments to the House Energy & Commerce Health Subcommittee following today's hearing on CMMI. We highlight findings from our white paper on the independent physician practice experience in several CMMI models. Our findings include: - Independent practices are more agile, flexible, and timely in their implementation of care interventions.  - Independent practices deliver benefits of value-based care directly to patients, with higher enrollment in care management and disease management programs and directly providing acute care to attributed patients.  - Independent practices are uniquely positioned to adapt and provide flexible care delivery in changing circumstances, such as during the COVID-19 pandemic. A new report from the Congressional Budget Office summarizes research related to Medicare ACOs and the factors that have contributed to or limited their ability to achieve net budgetary savings. CBO finds that ACOs led by independent physician groups are associated with greater gross and net savings for the Medicare program. The report highlights several policies that could increase savings, including making participation more attractive by restructuring and extending the Alternative Payment Model (APM) incentive payments. A new Physicians Advocacy Institute and Avalere report finds hospitals, health systems and corporate entities now employ more than three-quarters of U.S. physicians and own 58.5% of medical practices. Notably, for the first time, corporate entities own a greater share of practices (30.1%) than do hospitals and health systems (28.4%). “Corporate entities are assuming control of physician practices and changing the face of medicine in the United States with little to no scrutiny from regulators. Physicians have an ethical responsibility to their patients’ health. By contrast, corporate entities have a fiduciary responsibility to their shareholders and are motivated to put profits first. This white paper highlights the experience and success of small and independent practices that have participated in CMS Innovation Center Models. Key findings include: - Independent practices are more agile, flexible, and timely in their implementation of care interventions. - Once a model test ends, independent practices generally sustain participation in value-based care by moving into the MSSP or other Innovation Center models. - Independent practices are uniquely positioned to adapt and provide flexible care delivery in changing circumstances, such as during the COVID-19 pandemic. - Independent practices are more resourced constrained than other practices in some circumstances, often starting from a point of fewer resources when entering a new model, and particularly benefit from models that provide upfront resources to invest in accountable care delivery. - Competitive dynamics can serve as both a deterrent and accelerator for independent practices participating in value-based care efforts.
