RSA will be phased out as the transition to PQC begins, but research into breaking it with larger quantum computers will continue. The reason is not just academic, demonstrating Schor’s algorithm. It is a common misconception today that “Harvest now, decrypt later” is a new technique unique to the quantum era. Vast repositories of non-RSA encrypted data have been decrypted and operationalized without quantum computers for generations. The design itself is brittle, and any flaw or vulnerability discovered in the future can be exploited on already collected data. While this is publicly visible when a cryptocurrency wallet is drained, it is more common to be invisible. In early 2023, Storm-0558 Chinese hackers used a Microsoft Services signing key to compromise 22 organizations and US government agencies. Victims discovered the exploit when they reported unusual online activity - this is undetectable on harvested data stored offline. Over a year later, there is no evidence the key was stolen. Quantum cryptanalysis is in its infancy. Only 2-3 techniques are known today to estimate security parameters. SIKE had assessed quantum security similar to the newly standardized NIST algorithm but was broken by a regular laptop in minutes in the final round of standardization, revealing it had zero security. The TLDR on NIST post-quantum cryptography standards: begin the transition to the new NIST post-quantum cryptography standards today and build in crypto agility, meaning, the ability to quickly replace these algorithms with new ones if they fail: • The PQC algorithms are believed to be quantum-safe but there is no mathematical proof they are secure • Attackers will continue harvesting PQC-encrypted data believing these algorithms will also be broken one day, an implementation error will be found, a flaw in the libraries, etc. • Crypto agility is essential, but only one key exchange algorithm was standardized • SIKE, the second key exchange candidate in this round, was broken by a regular laptop late in the standards process #cybersecurity #cryptography #nationalsecurity #deeptech #NIST

US quantum and AI innovation is essential for maintaining technological leadership and enjoys full bipartisan and presidential support. Apart from the White House cabinet, the NSF Director, Sethuraman Panchanathan, holds the highest scientific position in the US, deciding national funding and research priorities. This week, he highlighted the importance and scale of this opportunity, emphasizing the urgent need to increase investment to sustain our competitive advantage: “…the United States cannot have a repeat of what happened with semiconductors – the vast majority of which are now produced abroad.” “But we should never get ourselves in a position of having to put on any Band-Aid for AI or quantum … which means that we are to act now and not after the fact when we lose something.” “This is something that NSF is intensely focused on, I call it intentionality with intensity,” “The money has to be there, the ambition has to be there, and the accountability to deliver leadership needs to be there… if we miss this window in five years because the rate of this accelerates, we’re going to go back and the problem with chips is going to be a tiny problem compared to the problem we’re going to have if we miss this window … we have to act.” Time is not on our side, and this issue will far surpass the current semiconductor problem. The release of Llama 3.1 benchmarks this week reminds us of how many more GPUs and power we’ll need to make incremental progress in AI in the coming years. Despite impressive testing and the vast ($$$$) resources deployed, performance hasn't improved substantially. The next major advancement requires a hybrid system that incorporates larger quantum computers. However, cybersecurity challenges will grow in parallel because a new and more insidious threat will develop, and few experts will be available to understand it fully, much less address it. As Stuxnet stunned the cybersecurity pundits years ago, this new threat and methodology are rarely discussed or acknowledged. Manipulating AI models, poisoning training data, and compromising sensor feeds has been done for a long time, with publicly visible outcomes, but state-sponsored variants are more nefarious. Sure, the Google Gemini fiasco was obvious, funny, and maybe humiliating for some. A deliberate AI bias on fully automated machine systems would be difficult to detect, stop, and remediate, which may require purging bad data and fully retraining the AI models. Hostile AI actions may only be precipitated by certain invisible triggers, like military conflict indicators, or the goal may be to influence strategic outcomes – cyber-physical, sociological, environmental, etc. The future is not just stealing data and using ransomware to get cryptocurrency. Quantum security for all digital networks and data channels is essential to realizing the promise of AI and preventing the unknowns.
