As we mark one year since the Small Business Administration (SBA) finalized comprehensive revisions to the Small Business Investment Company (SBIC) program, SBIC fund managers and SBA staff met informally in Washington, DC to discuss the new regulations.   David Parkhurst of Small Business Investor Alliance sat down with Caroline Ducas of Resolute Capital Partners, Gayle Hughes of Merion Investment Partners, and Tyson Smith of Tecum Capital to share the perspective of applicants and licensees, and Brett Palmer of Small Business Investor Alliance led a fireside chat with Thomas Morris of U.S. Small Business Administration to explore the agency’s perspective.

This first-of-its-kind white paper from the Institute for Private Capital sheds light on the performance of Small Business Investment Companies (SBICs), revealing persuasive opportunities for investors. In its analysis of SBIC performance over a 20-year period IPC found that, on average, all SBIC strategy types and levels of leverage demonstrated superior performance when compared to a non-SBIC peer group. Over the 2000-2020 period, SBICs had an average internal rate of return (IRR) of 16.9%, which is 4.13% higher than a comparable set of non-SBIC peer funds. The numbers are in for the first-ever returns study on SBIC investment funds and the data shows that all SBICs, regardless of leverage levels and investment strategy, outperform peer funds by a significant margin.
