Operators need to be more open to PMA parts and DER repairs if they want to address cost issues. They also need to see their suppliers as partners, per Deming, and not opposition. The supply chain has not recovered. From our point of view, it wasn't robust before Covid, and the effect of shutdowns, furloughs, layoffs, and retirements exacerbated the situation. So, be open to PMA parts. Be open to DER developed repairs. Partner with suppliers down two to three levels. We question the value of TTRL. "The team proposed a total technology readiness level (TTRL) model that brings together TRL, MRL, IRL and the “-ilities” into a more robust tool set. “The TTRL process can accelerate technology readiness and enable an earlier pragmatic understanding of feasibility, practicality and applicability,” the report says." The addition of another metric that can be spoofed to ensure funding and allay the fears of risk averse management adds nothing. An honest and accurate MRL appraisal would suffice. Taken together, TRL and MRL should address Design for Reliability, Design for Manufacturability and Design for Cost. The issue we see is that an upfront screening process using Fast Intelligent Failure paradigms isn't used, and many programs get into the TRL 4-6 range and take on a life of their own.
