About us

Our mission is to anticipate the foreign policy impacts of scientific research, discoveries, development, and innovations; build science, technology, and innovation (STI) capacity within the diplomatic corps; and connect domestic and international STI enterprises to promote U.S. priorities. The Office of the Science & Technology Adviser to the Secretary of State (STAS) was created in 2000 by then Secretary of State Madeline Albright in response to a 1999 study by the U.S. National Research Council on how the Department could incorporate science, technology, and health expertise in the formulation and implementation of foreign policy. Building on over two decades of activities and through seven Science and Technology Advisers to the Secretary of State, STAS remains a vibrant resource to Department leadership, senior Foreign Service and Civil Service officials, and bureaus across the Department. STAS also serves as a central bridge between the Department and the vast STI community in the United States and throughout the world.

  • Jacqueline Santos was one of the wonderful interns in the Office of the Science and Technology Adviser to the Secretary last year and she attended our Minority Serving Institutions Conference this past Friday! The State Department hosted hundreds of job seekers and students, connecting them with representatives of various State Department bureaus, including leadership from our office! Participants also heard from Secretary Blinken and Ambassador Linda Thomas-Greenfield, U.S. Representative to the United Nations, about the importance of diversity in U.S. foreign policy. Jacqueline was a great intern in our office who was able to make real contributions to U.S. foreign policy during her time at the Department. We were so glad to connect with her again! Participants also heard from Secretary Blinken and Ambassador Linda Thomas-Greenfield, U.S. Representative to the United Nations, about the importance of diversity in U.S. foreign policy.     In collaboration with the Office of Science and Technology Advisor to the Secretary of State and Algeria's Ministry of Higher Education and Scientific Research, CDP sponsored the "Partnerships of the Future: Forging U.S.-Algeria STEM Education and Research Networks" event in Algiers last month. The event featured interactive discussions between STEM students and senior officials from four U.S. universities focused on building Research and Education Networks (#RENs). Algerian students showcased their leadership skills and innovative projects spanning multiple topics including robotics, Al, agriculture and green energy. We also organized the "Partnerships of the Future: Forging U.S.-Morocco STEM Education and Research Networks" event in Rabat, with senior leadership representatives from Moroccan universities and higher education institutes. Patricia Gruber, the Science and Technology Advisor to the Secretary of State, attended as a part of the U.S. delegation including senior officials from James Madison University, Boise State University, Miami University, Old Dominion University, Fayetteville State University, and Morgan State University. She was received by the Minister of Higher Education of Morocco, Abdellatif Miraoui, to discuss potential partnerships between the two countries. Organized by EducationUSA, the U.S. delegation also met with STEM graduate students at the International University of Rabat and the Mohammed V University, sharing information about their respective programs. Both events leveraged networks between academic communities to elevate the standard of scientific research, and foster innovation, economic growth, and social development.
