Some states are trying to ensure that environmental, social, and governance (ESG) factors—such as climate change—are considered when investing taxpayer dollars. Others want nothing to do with the practice and are pushing for a more moderate approach. As our experts note, mandates for *and* against ESG investing can unintentionally cost states.
