    This week, Tikehau Star Infra (“TSI”) has joined Tilson as an equity partner to accelerate investments in its existing digital infrastructure joint venture with Plenary Americas called Plenary Broadband Infrastructure (“PBI”). PBI has partnered with the NCDOT and Pennsylvania Turnpike Commission (“PTC”) to operate, maintain, and commercialize 1,100+ route miles of fiber and huts along the low latency, protected underground, and unique routes on the interstate right of way, serving hyperscalers, and all carriers who need access. PBI provides a pure commercial interface optimized for the most demanding long-haul users, while also providing service to all carriers along the way. TSI joins strong digital and transportation partners in the PBI venture, including Plenary Americas and Tilson.     The Broadband Equity, Access, And Deployment (#BEAD) Program will provide historic funding for universal internet access, but with it comes a slew of complex regulations, including the 25% match requirement. Before receiving funding, internet service providers (ISPs) must commit to matching at least 25% of their proposed project costs. This requirement leaves states with legitimate concerns that some BEAD applicants, especially small and regional ISPs, will be deterred from participating in the program, creating a potential coverage gap for marginalized, rural, or low-income communities.
