TJKM is developing a Vision Zero Action Plan for the Village of Wellington, FL. Known for its equestrian-centered lifestyle, Wellington truly represents a multimodal community. Along with horses and automobiles, there is a significant mix of people traveling via golf carts, small motorcycles, and scooters. Cyclists, pedestrians, and transit riders round out the mix. In the past ten years, there have been 36 people killed and 295 seriously injured while traveling along Wellington’s roads. Wellington’s goal is to reach zero by 2030. Why is this important? Last summer, Wellington’s village council adopted a Vision Zero policy. In it, they emphasize that Vision Zero starts with the ethical belief that everyone has the right to move safely in their communities, and that system designers and policy makers share the responsibility to ensure safe systems for travel. They also tied Vision Zero to community resiliency and sustainability by acknowledging that a roadway system with frequent crashes causes travel delays, drains fiscal resources, and threatens the quality of life in Wellington as well as the reputation of Wellington as a desirable destination for future generations. We are pleased to announce that the Waco MPO Policy Board adopted the Comprehensive Safety Action Plan (CSAP) on April 29th. TJKM has achieved a new milestone in helping the MPO in developing and adopting the CSAP on an impressively short timeline of six months. This action plan is fully aligned with the MPO’s Vision Zero goal to eliminate traffic fatalities and serious injuries by 2050. Our team analyzed collision data for a ten year period, identified high injury network (HIN), conducted equity analysis, and formulated effective safety measures. We collaborated extensively with ten member agencies and multiple independent school districts, including the Cities of Bellmead, Hewitt, Lacy Lakeview, McGregor, Robinson, Waco, and Woodway, and McLennan County to understand their safety concerns. Based on these inputs, we developed a set of prioritized safety projects that will improve safety for all road users. We are proud to note that several of the cities have proceeded to implement recommendations from the adopted CSAP, and applied for Implementation Funds through the latest Safe Streets for All Grant Cycle. Over the last year, the City of Napa with the support of TJKM has been coordinating with its community to make neighborhood roads safer. The update to the City’s Neighborhood Traffic Calming Program (NTCP) aims to eliminate speeding and unwanted cut-through traffic on local streets to foster livable communities and promote active transportation. The update to the NTCP will help residents notify City staff of problem areas and streamline the City’s process for reviewing concerns, prioritizing projects, and selecting appropriate countermeasures. What to expect: • People first: Prioritize biking and walking over driving convenience. • Rapid response: Use quick-build and pilot projects to address concerns in short order and test countermeasures. • Community-driven: Share your concerns and experiences directly. Help the City fine-tune projects before they are implemented. • Equity-based: Prioritize locations with vulnerable users and in disadvantaged communities. • Grant opportunities: Secure funding for crucial safety projects. The Waco MPO and its 20 member local agencies, TxDOT, USDOT, FTA, and Waco’s transit system have joined forces with the community to make its roads, school access, and intersections safer together by developing a Comprehensive Safety Action Plan (CASP). CASP will include planned projects that would provide a path to Vision Zero by proactively identifying and addressing potential safety hazards, enhancing the overall safety of the mobility space, and ultimately reducing fatalities, injuries, and crashes. It will also assist agencies to prioritize safety improvements and justify investment decisions within their jurisdictions. By developing and prioritizing specific plans to enhance safety, CSAPs will contribute to the reduction and elimination of serious injury and fatal crashes while increasing overall public awareness and increasing access to valuable future funding opportunities. The MPO aims to engage in planning efforts which lead to enhanced safety outcomes for McLennan County as well as increased public trust and confidence in the MPO and its initiatives. TJKM (Nationally recognized consulting firm) is supporting this diverse group in creating a Comprehensive Safety Action Plan that enhances safety for everyone on our roads.
