    The steering committee was convened as part of a community-driven, inclusive process to allocate a portion of the 3% Portland cannabis retail tax. Recommendations reported to City Council included developing support for neighborhood small businesses, management and job training opportunities, and providing economic and educational opportunities to communities of color impacted by the war on drugs.
