This document is based on the inputs received from SuSanA members and secondary research on Swachh Bharat Mission (SBM) Rural and Urban. The purpose of this document is to help ISC inform the Government sanitation schemes at the national and state levels, and examine the significance of sustainability, knowledge flows, community-led approaches, sanitation technology, media, and financial innovations.

SBM has ushered in changes in the way sanitation is perceived and sanitation programmes are executed. It has got the bureaucratic and political priority required for adequate planning and execution. This has in most places translated into people’s movements for sanitation
as well. However, there are many issues and challenges for effective implementation in terms of behaviour change initiatives for promoting toilet usage, quality and sustainability, lack of localized and affordable technology, and lack of inclusiveness. Some of the recommendations are to have an integrated approach, utilizing private sector human resources and expertise for project management and financing, bridge financing, operationalizing RALUs (Rapid Action and Learning Units), and pragmatic district-level planning.Other authorsSee publication -
