As program management consultant of Qatar’s Local Roads & Drainage Programme, Parsons Brinckerhoff is overseeing more than 200 infrastructure projects across the nation. Above, crews dig a 12-meter (40-foot) deep micro-tunneling shaft as part of improvements to the roads surrounding the Qatar National Museum in Doha. Parsons Brinckerhoff was selected by Ashghal to provide program management consultant (PMC) services for what is expected to be more than 200 local road and drainage infrastructure projects to be implemented throughout the country over a period of five to seven years. Five general engineering consultants (GECs) have been selected to design, tender and supervise construction of the projects under Parsons Brinckerhoff’s supervision. The firm’s other responsibilities as PMC are to manage and coordinate the outreach between Ashghal and its stakeholders; manage and coordinate Ashghal’s supply chain for primary construction materials and construction labor to be used on all of its projects; develop the logistics and supply strategy to be used by Ashghal and its construction contractors on the Local Roads and Drainage Program; prepare the baseline assessment identifying the scope, objectives, schedule and requirements of the overall program; develop the program management delivery system, program management information system and program-wide standards and specifications; manage all studies and surveys; conduct design reviews and facilitate independent reviews of the scope, life-cycle cost and schedule; and serve on two steering groups—the PMC steering group for Ashghal’s various outsourced contracts and the GEC steering group for the Local Roads and Drainage Program. The Local Roads and Drainage Program reflects a goal of Qatar’s National Vision 2030, which “aims at transforming Qatar into an advanced country by 2030” in part by investing in “world-class infrastructure.”

SR 99 South Holgate Street to South King Street Project
The southern mile of the Alaskan Way Viaduct, near Seattle's port and stadiums, is being replaced with a new roadway that has wider lanes, meets current earthquake standards and improves mobility for people and goods in the south of downtown area. FHWA and WSDOT released the project's Environmental Assessment in June 2008, and FHWA signed the Finding of No Significant Impact in February 2009. Road and bridge construction began in summer 2010.This program replaces a 2-mile (3.2-kilometer) section of a 1950s era double-decked freeway of State Route (SR) 99 along Seattle’s downtown waterfront, associated surface streets and the adjacent seawall with an overhead 6 lane structure diving into a 56ft single bored tunnel.
