During our time together, Anh has consistently demonstrated servant leadership, remarkable technical competence, and steadfast dedication to the mission and her teammates. When we first met, I was immediately impressed with Ms. Tran, but during the time we worked together, her understanding Army finance and comptroller grew and grew. Ms. Tran was instrumental in ensuring continuity of operations for the Army Reserve Comptroller in 2021. She anticipated significant personnel turnover in fiscal year (FY) 2021 and developed a comprehensive training plan for three incoming budget formulation team analysts to limit the impact on the military personnel budget submission. Over several months Ms. Tran personally trained her team on core budget formulation functions, procedures, and systems. By organizing and automating most of the justification book process, the military personnel section was able to provide up-to-date figures in minutes rather than days. She created a budget analyst work sheet for the formulation branch on common and FY 21 relevant military personnel descriptions and Army program elements. Ms. Tran’s leadership and engagement with the formulation branch enabled successful submission of the $5.0 billion FY 21 budget. Prior to her assignment to the Army Reserve Comptroller Office, Ms. Tran was a Deputy Assistant Inspector General (IG). During her tenure, she created standard operation procedures (SOP), Whistleblower templates, Congressional and closure letters, and instructed quarterly Army Reserve IG workshops. She was the first to complete A3 “Lean the Leader” project for the Army Reserve. Ms. Tran led process improvement efforts of the Investigations SOP by developing templates for investigation synopses and chronology to share with subordinate Inspectors General offices. She also improved the Assistance Division SOP by adding multiple descriptive processes and procedures that supported the training efforts of seven newly assigned Detailed IGs. Anh also facilitated the closure of over 500 assistance and investigations cases from December 2015 through August 2018. It’s not just her technical skills that impress me; however, Ms. Tran was a joy to work with because of her amazingly positive attitude and proactive engagement. Her consistently positive attitude and leadership were valued not just by me, but by her peers, who often relied on her to get the job done.
