  • How Do Reentry Programs Affect Recidivism?

    ProQuest

Annually, 600,000 inmates are released from county, state, and federal prisons. The purpose of

Annually, 600,000 inmates are released from county, state, and federal prisons. The purpose of
this study was to evaluate if effective reentry practices are being used in the Commonwealth of
Pennsylvania. Recidivism by offenders affects every facet of our society. Governmental
organizations are being asked to provide more services with less funding. A wise investment of
funds is needed in reentry programs. Prisons in the United States are at their maximum capacity,
and there is a revolving door when offenders are released back into communities. The qualitative
research methodology was used in this study. The sampling was six administrators of reentry
coalitions established through the Pennsylvania Commission on Crime and Delinquency in the
Commonwealth of Pennsylvania. Semi-structured interviews were conducted, the data were
coded, and themes were identified manually and using Quirkos software. The research results
identified that a three-prong approach to reentry was not being used in these counties in the
Commonwealth of Pennsylvania. A need for additional funding for reentry programs was
identified, with the main needs being housing, transportation, and employment for reentrants.
Recommendations based on this study were for a three-prong approach, for reentry services to be
court-ordered, and for PA Title 37 to be amended to require reentry services in county prisons.

Keywords: Reentry, reentrants, education skills, job skills, mental health treatment,
    transportation, housing.
