  • France's Approach to Unity through Language Standards and Educational Policy

    Concord Review

This paper demonstrates how France consciously utilized and developed standards of language to generate political and cultural unity in a nation divided by provincial customs and regional dialects. It further describes the spreading of language standards by the establishment and evolution of national educational policies. Beginning with the adoption of the Francien dialect of Île-de-France and the founding of the Académie Française in the 17th century, the French state worked to eliminate the use of dialects for literary works and to satisfy the need for technical, military, and diplomatic additions to the language. By the time of the French Revolution, the new government was using the common standards of the language to cement loyalty to the newly-defined French nation, such that the French language itself became the symbol of the French state. Later, the paper traces the French government’s effort to disseminate existing language standards through the Third Republic’s educational program. Finally, the paper concludes by focusing on specific education policies enacted after the World War II that challenge the trend toward linguistic unification, even while reaffirming French nationalism. Many parts of France reasserted the value of local dialects that were soon taught in the schools, while the Fifth Republic still expressed a resurgent nationalism that re-established French as the language of the republic in the new constitution of 1992. Contemporary educational policies are described to show their impact on national unity up to the present day.
