You're struggling to communicate with your team. What's the best way to get everyone on the same page?
I am have seen the best way to mitigate an issue like this is to right away get all your team in a room/meeting. Once in the room then we can open up a dialog with simply asking questions like , what is our hang up, or WHY are we struggling in our communications. Everyone will have an opinion and from this you can gleam what is going on with your team. The answer is sometimes simple. But open dialog and listening and preferably in person is the best(Yes I understand all can not meet in person)

What are effective communication tools for establishing rapport with a new team member?
I am a big fan of in person meetings. Establish a relationship with the new team member and everything else comes easy to do. Meet with them regulatory. Use the tools a company has like teams or Outlook. Then establish an open door policy and it all will come naturally

What are the best strategies for communicating with team members from different departments?
Keep it simple, there is no reason to re-invent the wheel when it comes to communication. A simple email, to pinging someone on teams/slack/ pick your poison is the best way to open up dialog. Or a if your in person, i find that a personal in personal chat provides results that are even better then online
