Kelli served as the roadway discipline lead for the Illiana Tier II EIS. Her responsibilities included managing and quality control of 9 design segments as they developed the preferred alignment and plan sets to be provided to the P3 developers. The segments include seven service interchanges and three system interchanges.

Road and bridge project for the new Indianapolis airport that had to be completed in about 1/2 the time of similar projects. The fast completion of I-70 Fast Track would allow construction of the airport begin on time.
