    This project is a freeway reconstruction of existing SR 37 to the new I-69 from 1 mile N of Henderson Ford Road via SR 37 to 1 mile S of SR 144. The project includes mainline pavement rehabilitation, full depth shoulder widening, drainage improvements, utility relocation, right-of-way tracking, new bridges over Stotts Creek and rehabilitated bridges over Crooked Creek, and new local access roads and bridges including aesthetic treatments. With the Record of Decision received from Federal Highway Administration (FHWA) in February 2009, all signalized intersections were upgraded by 2015.

    In August 2009, Parsons Brinckerhoff was selected to lead the design team, consisting of nine design subconsultants and over 50 land acquisition professionals to organize funding, manage communications, coordinate utilities and meetings with stakeholders, gather environmental information and permits, and acquire land needed for building, along with the design, geotechnical engineering oversight, and project controls.

    PB hosted a Practical Design Workshop of the nation’s best thinkers and brought together 150 suggestions of cost saving design ideas. These ideas, combined with innovative design and construction strategies, reduced funding needs by $201 million.

    Alongside this, early letting increased buying power by over $101 million. Risk management of budget and schedule was also a critical part of PB’s work, as many processes that would generally be completed sequentially were instead completed concurrently to meet the aggressive schedule.
    With over $359 million in savings, the needed budget dropped within INDOT range. The project also received a critical financial boost with the infusion of $700 million from the “Major Moves” transportation infrastructure legislation. At one point, INDOT had 65 miles (105 km) of contiguous interstate construction underway at one time—likely the longest road project of its type underway in the U.S.

    On Monday, November 19, 2012, Governor Mitch Daniels of Indiana held three ribbon cutting ceremonies and opened a portion of I-69 to traffic for the first time, inaugurating the new road by leading a parade of drivers on his motorcycle. The section of the highway was the dream of numerous southern Indiana residents who saw the interstate as a link to jobs and increased visibility for their part of the state.

    Through a combination of state monies and a cost-efficient, traditional and design-build processes, this part of I-69 was completed years of ahead of the original plan, which called for completion in 2015.
