    The commission studies and makes recommendations to the Jacksonville City Council with respect to the improvement, development and protection of the St. Johns River and all tidal waters in Duval County.

    The Commission shall make recommendations to the Council and the member of the Legislature representing Duval County concerning those provisions in the Charter and other special acts of the Legislature affecting the Consolidated City of Jacksonville. In making its recommendations, the Commission shall consider whatever factors are relevant to the establishment of a relationship between the state and local units of government in the Consolidated City of Jacksonville and which are best calculated…

    The Commission shall make recommendations to the Council and the member of the Legislature representing Duval County concerning those provisions in the Charter and other special acts of the Legislature affecting the Consolidated City of Jacksonville. In making its recommendations, the Commission shall consider whatever factors are relevant to the establishment of a relationship between the state and local units of government in the Consolidated City of Jacksonville and which are best calculated to fulfill the needs of the citizens of the Consolidated City of Jacksonville. The Commission shall, within eight months from the date of its first meeting, present to the Council any recommendations for amendment to the Charter. After the presentation to the Council, the memberships, duties, and powers of that appointed Commission shall cease.
