    "Reexamining the Resource Curse with Complexity Theory"

    Complexity theory offers a new paradigm for thought useful for better understanding the processes of economic growth and development. Using complexity theory, development can be recognized as a dynamic process, rather than an end to be achieved, which will enable resource-rich countries to adopt new approaches to ensure that resource endowments are a blessing for their economies rather than a curse. A case study of Botswana, one of the world’s largest exporters of diamonds, illustrates how the process of economic development can emerge in countries with substantial resource endowments. Despite unfavorable initial conditions, Botswana has become one of the greatest success stories of resource-abundant developing countries. What makes Botswana particularly interesting is the fact that it has been successful in translating its natural resource wealth into economic development. This is a sharp contrast from the experiences of other resource-rich countries whose endowments have contributed more to conflict and instability than economic development. Exploring the factors that led to Botswana’s extraordinary economic record will provide new insights into the conditions that are conducive to the emergence of economic development. This will prove useful for understanding and augmenting the growth trajectories of other resource-abundant countries.
