    On November 13, 2012, the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) issued a long-awaited memorandum, “Better Buying Power 2.0: Continuing the Pursuit for Greater Efficiency and Productivity in Defense Spending” (BBP 2.0). The memorandum provides a glimpse into the next phase of the Department of Defense’s (Department) Better Buying Power initiative.

    In 2010, the then USD(AT&L), Dr. Ashton Carter, spearheaded the original Better Buying Power initiative (BBP 1.0), which intended to obtain greater efficiency and productivity in defense spending. The BBP 2.0 memo, issued by current USD(AT&L) Frank Kendall, provides a preliminary look at the second incarnation of BBP 1.0.

    BBP 2.0 includes 36 initiatives, organized into seven focus areas, compared to the original BBP guidance, which encompassed 23 principal actions over five major areas and included the overall mandate “to do more without more.” To the extent that there are new substantive focus areas introduced in BBP 2.0, industry should expect to see even more changes with the continuing goals of reducing costs, increasing efficiency, and promoting competition.
