    This is a self-help guide for municipalities in the Mid-Atlantic region facing significant costs associated with stormwater and wet weather investment needs by introducing the Community-Based Public-Private Partnership (CBP3) concept. This approach is based upon a framework that places community needs in the center of investments made by a shared effort from the public and private sectors to meet stormwater and wet weather needs. A hallmark of this approach is the ability to obtain 40% cost-savings associated with more efficient procurement processes to implement large-scale investments of green stormwater infrastructure at an accelerated pace with metrics built-in to ensure that small, local and disadvantaged business are created, supported and utilized to meet infrastructure implementation goals.

  • Developing Performance Data Collection Protocol for Stream Restoration

    National Academies (National Cooperative Highway Research Program)

    The objective of this research was to develop stream monitoring guidelines to assist land owners (such as State Departments of Transportation) who are involved in stream restoration projects. This report documents the results of a survey on current stream monitoring protocols used by States throughout the country, provides detailed case studies to highlight protocols, and presents recommendations on future monitoring protocol development.
