    Directed, researched and shot a short documentary on the Haryana Panchayat Amendment Act of 2015 and the reprecussions of the law.

    India happens to have the largest illiteracy rate along with the largest rate of people below the poverty line in the world. Most of those people belong to the lower end of the caste system.     India happens to have the largest illiteracy rate along with the largest rate of people below the poverty line in the world. Most of those people belong to the lower end of the caste system. In 2015, three states in India passed a legislation that adds stipulations (education, whether you have a toilet inside your home, if you're in debt and if you have criminal records) to who can contest sarpanch (equivalent of a mayor) elections on village levels. Surprisingly, this bill doesn't stipulate Members of Parliament or Members of Legislative Assembly, the people that deal with core legislative issues that have a larger affect on India. Most that have been affected by this legislation belong to minority groups and are women. Their voice has been taken away from them and have been sidelined. Those that belong from influential higher castes families are finding ways to bypass the law and hold on to power. For example, buying literate women and marrying them, setting up dummy candidates or even buying election officials. This documentary explores the repercussions (positive and negative) of the new legislation that seems practical on paper, but has a variety of different implications.
