The research findings point to the importance of the digital health enabling environment—the presence or absence of conditions that allow digital health investments to thrive—as a contributor to an effective emergency response, and as a determinant of whether digital investments deployed during an emergency can contribute to stronger health systems and increased preparedness for future health shocks. -
