Examples of Duties

This recruitment is being established to obtain a current eligible list for both Full time and Extra-Help vacancies. Extra-Help are not entitled to county benefits and are limited to a maximum of 25 hours per week. Extra-Help pay is $23.04 - $26.03 per hour.

Duties may include, but are not limited to, the following:

  • Participates in planning and operating various workforce development programs.
  • Contacts businesses to provide services and information, market programs, and develop job opportunities. Also to develop an understanding of their operation, services, products, and their needs.
  • Develops and facilitates workshops for businesses and job seekers.
  • Makes site visits to local businesses to present available business assistance resources.
  • Coordinates and leads Rapid Response activities including orientations and presentations for workers who may be losing their employment.
  • Develops and maintains client caseloads.
  • May conduct orientation and vocational assessment employment preparation workshops.
  • May direct the work of subordinate staff.
  • May be responsible for grant application, planning, management, and activities reporting requirements.
  • Publicize the County's workforce development activities through a variety of media and public presentations.
  • Negotiates, writes, and monitors employer contracts.
  • Pre-screens applicants for referrals to businesses.

Minimum Qualifications

Business Services Specialist I

Experience:

Two (2) years of experience in Business-to-Business (B2B) sales, working with an industry association or guild, chamber of commerce, or other industry intermediary, or other relevant experience supporting small businesses or entrepreneurs; or two (2) years of experience in human resources/personnel management in a private sector business.

OR

Education:

Equivalent to graduation from a four (4) year college or university with course work in business, economics, human resources, organizational development, career planning, guidance principles and techniques, personality development, occupational and industrial information, tests and measurements, or other related courses.

License:

Possess a valid California driver's license at time of appointment and maintain.

Business Services Specialist II

Experience:

One (1) year of experience performing work comparable to a Business Services Specialist I in Merced County; or four (4) years of experience in Business-to-Business (B2B) sales, working with an industry association or guild, chamber of commerce, or other industry intermediary, or other relevant experience supporting small businesses or entrepreneurs; or four (4) years of experience working in human resources/personnel management in private sector business.

OR

Education:

Equivalent to graduation from a four (4) year college or university with course work in business, economics, human resources, organizational development, planning, guidance principles and techniques, personality development, occupational and industrial information, tests and measurements, or other related courses and two (2) years of experience in Business-to-Business (B2B) sales, working with an industry association or guild, chamber of commerce, or other industry intermediary, or other relevant experience supporting small businesses or entrepreneurs; or two (2) years of experience working in human resources/personnel management in private sector business.

License:

Possess a valid California driver's license at time of appointment and maintain.

Essential Functions

ESSENTIAL FUNCTIONS

  • Operate a personal computer and other modern office equipment.

  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Occasionally kneel, bend, twist, squat, balance and crawl.
  • Frequent use of hand-eye coordination.
  • Use a data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Normal dexterity, frequent holding and grasping.
  • Sit, stand or walk for long periods of time.
  • Regular attendance is an essential function.

Knowledge Of:

  • Federal, State and local employment programs and their supporting legislation such as the Workforce Innovation and Opportunity Act (WIOA) or closely related training programs.
  • Business services and resources available to businesses.
  • Common issues of local businesses in finding and retaining employees.
  • General economic/employment status of the County and current issues in the field.
  • Basic principles of human resource management.
  • Training curriculum methods and techniques.
  • Career, vocational and employment counseling theories and techniques.
  • Differing cultures, socio-economic backgrounds, human behavioral problems and other employment factors.
  • Demand driven series and business/industry trends. Also local labor market information.

Ability To:

  • Communicate effectively through oral and written means.
  • Interpret and apply rules and regulations applicable to workforce development programs.
  • Maintain cooperative working relationships with staff and others in the course of work performed.
  • Establish and maintain client rapport with businesses and job seekers on an individual and group basis.
  • Interpret and apply policies and procedures to facilitate the services or training of Participants.
  • Conduct individual and group trainings.
  • Coordinate activities with other related entities.

HOLIDAYS & LEAVES

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours).

SICK LEAVE

  • 0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus one optional holiday.

BEREAVEMENT LEAVE

Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

Medical Insurance - Merced County offers five Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.

  • County pays 100% of the premium for employees and 50% for dependent(s)

Vision Insurance - VSP

  • County pays 100% of the premium for employees and 50% for dependent(s)

DISABILITY INSURANCE

State Disability Insurance - Benefit based on highest quarter during previous calendar year. Employee pays premium.

LIFE INSURANCE

$10,000 County-paid coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.

RETIREMENT

DEFERRED COMPENSATION


The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security.The applicable benefit formula is dependent upon your hire date with an MCERA employer; yourpension amount will be determined by your age, years of service and final compensation amount.

EXTRA HELP EMPLOYEES DO NOT QUALIFY FOR COUNTY BENEFITS.

Anthem EAP services provides up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.

EMPLOYEE TICKETS, COUPONS, and DISCOUNTS

The County of Merced has partnered with Employee Savings Tickets to provide discounted coupons and tickets for all county employees to attractions throughout the state and out-of-state. The discounts and coupons are available for shopping, movies, sporting events, theme parks, zoos and aquariums and much more.
