Chief Information Officer

Position Function

The Chief Information Officer (CIO), reporting to the Provost and Executive Vice President, serves as a strategic advisor to the executive team at Mississippi State University. As a key partner to the Provost/EVP this person will enable IT strategy execution, coordination across transformation initiatives, and stakeholder alignment and change leadership across the university to support transformational initiatives resulting in short-term and long-term value. Crucial to this role will be an exceptional ability to form relationships with all stakeholder and university leadership, deep expertise in “running IT as a business” process, improvement, agility, and communication skills.

The CIO will provide leadership, management, planning, and overall direction to a broad IT team while working collaboratively across departments to achieve the university’s strategic goals. This executive must drive organization stability, anticipate and respond to change, and promote innovation, build relationships, support a diverse and inclusive environment, and leverage the talent and commitment of the Information Technology Services (ITS) organization, executive team, and staff.

The CIO must think broadly and creatively about all aspects of delivering IT services, will lead and drive improvements to the ITS organization, and will facilitate IT governance across the university. This position holds a seat on the university’s Executive Council and chairs the university’s Information Technology Council.

Salary Grade: UC

For salary grade UC, these positions are "Unclassified" and salary ranges are determined by the hiring department.

Essential Duties And Responsibilities

  • Provides institution-wide leadership and direction in the management and operation of shared information services across the University, which includes the leadership role for the University’s ITS organization.
  • Leads, guides, and oversees the institutional information technology budgeting process, and provides leadership in cost and productivity analysis.
  • Leads the process of determining the priorities, projects, and future directions of the University's IT functions. Integrates and coordinates the development of and implementation IT programs across the University, to achieve maximum institution-wide efficiencies and synergies; coordinates the identification and prioritization of required IT initiatives among the University's various operating components.
  • Provides direction and leadership in the review of present IT systems and methods, and in the formulation of new and revised systems.
  • Collaborates with the Chief Financial Officer to develop and manage a complex financial portfolio.
  • Maintains professional contacts with other universities, external research entities, equipment manufacturers, and professional organizations concerning existing and developing information technologies.
  • Leads the planning and development of university-wide strategies for generating resources and/or revenues for information technology.
  • Leads and guides the design, establishment, and maintenance of the organizational structure and staffing required to effectively accomplish the University's goals and objectives in information technologies.
  • Provides guidance and counsel to the President's executive cabinet in the examination and definition of objectives for existing and/or proposed information systems and the design of improved systems.
  • Maintains knowledge and understanding of current and developing information systems technology, equipment, and systems.
  • Leads and coordinates the development and implementation of integrated, strategic IT plans and policies for the University.
  • Collaborates with the Chief Technology Officer to identify, develop, and implement technological advancements.
  • Chairs a committee of IT and non-IT representatives that have overall responsibility for the strategic planning, policy, standards, architecture, direction, and campus-wide IT governance process.
  • Provides oversight in the procurement of IT equipment and software as required by the laws and policies of the State of Mississippi, the Mississippi Department of Information Technology Services, the Institutions of Higher Learning, and Mississippi State University.
  • Performs miscellaneous job-related duties as assigned.

Minimum Qualifications

Education: Bachelor's Degree in Business Administration, Management, Computer Engineering, Computer Science, Information Systems, or related field from an accredited college or university.

Experience (yrs.): Ten (10) years of increasingly progressive management experience in one or more areas that report to this position. Experience in management, project planning, and budgeting.

Preferred Qualifications

Successful leadership experience in a technology or information related organization, experience in a faculty position, a successful record of accomplishment in acquiring outside grants and contracts, and successful management of a unit or department, with significant responsibility for program, budget, and personnel. Experience working at a land grant institution and the demonstrated knowledge and clear understanding of the mission of the land grant institution

Knowledge, Skills, And Abilities

  • Knowledge of information technology principles and applications, computer system management methodologies and new technologies, and accounting and budgeting principles and practices.
  • Skill in developing, implementing, and assessing strategic plans.
  • Skill in collaborating with administrators, students, faculty members, and business and computing managers to provide high-quality, innovative and efficient services for the support of the teaching, research, and service mission of the University.
  • Ability to communicate effectively, to understand business processes and operations, and to engage in strategic planning and thinking.
  • Ability to direct multi-department technical and administrative staff.
  • Ability to identify and secure alternative funding/revenue sources.
  • Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.
  • Ability to foster a cooperative work environment.
  • Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.
  • Ability to work with and follow law and policy of the State of Mississippi, Department of Information Technology Services, the Institutions of Higher Learning (IHL), and Mississippi State University
