POSITION GOAL

The Director, Emergency Management is responsible for leading the District's emergency management efforts, encompassing strategic planning, operational readiness, and the effective coordination of all our emergency preparedness efforts. This role involves administering the emergency management program, developing policies and procedures to achieve strategic goals, conducting a yearly review of our preparedness manual, and developing collaborative partnerships with our local, state, and

federal emergency management partners. This position requires a visionary leader with a strong ability to implement comprehensive emergency management strategies, fostering a culture of safety and preparedness across the District.

Essential Performance Responsibilities

MINIMUM QUALIFICATIONS & EXPERIENCE

  • An earned bachelor’s degree from an accredited institution in either emergency management, public safety, public administration, or a closely related field.
  • A minimum of eight (8) years of experience in the field of emergency management.
  • A minimum of five (5) years of supervisory experience.
  • Prior experience developing and administering complex emergency management or disaster preparedness programs.
  • Prior experience in policy development.
  • Prior experience in conducting presentations to a large group.
  • Proof of completion of the following NIMS Courses:
  • IS-100 Introduction to the Incident Command System.
  • IS-200 Basic Incident Command System for Initial Response.
  • IS-700 An Introduction to the National Incident Management System.
  • IS-800 An Introduction to the National Response Framework.
  • G-300 Intermediate Incident Command System for Expanding Incidents.
  • G-400 Advanced Incident Command System (Command & General Staff or post 45/20/2019 for Complex Incidents).
  • Ability to operate District vehicles safely in the performance of job duties.
  • Must possess and maintain a valid Florida Driver’s License.
  • Prior experience managing complex budgets.
  • Computer skills as required for the position.

Preferred Qualifications & Experience

  • An earned master’s from an accredited institution.
  • Prior experience working in a K-12 environment.
  • Formal education and/or training in Enterprise Risk Management, Risk Management, Emergency Management or Homeland
  • Security.
  • ICS L-449 Incident Command System Curricula Train-the-trainer.
  • Florida Professional Emergency Manager (FPEM) from the Florida Emergency Preparedness Association or a Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers.
  • Prior administration experience in a law enforcement or government agency.
  • Prior military experience in the United States Armed Forces.
  • Bilingual skills.

SIGNIFICANT CONTACTS-frequency, contact, purpose

Frequently meets with the Chief Safety & Security Officer to make sure emergency management programs are well coordinated and consistent across the District. Regularly meets with District and school administrators, safety and security personnel, law enforcement, and other governmental agencies to discuss our emergency preparedness plans and activities.

Physical Requirements

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force as needed to move objects.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
