Minimum Qualifications

Education: Bachelor’s Degree in Educational Administration/Leadership, Business Administration, Engineering, Public Administration or related field required.

Experience: Minimum five years Supervisory and/or Administrative experience and three additional years of experience in construction or related field. The role requires construction and facility maintenance knowledge, project management expertise, excellent communication skills, and the ability to direct teams from planning through to execution is required. Strong decision-making and analytical/problem solving ability, budget planning experience, proven performance and resource management skills. Demonstrated ability to design and implement short- and long- range planning. Ability to relate to a wide variety of people and to observe, listen, and provide leadership which results in the best possible work environment.

Certification/Licensure: Registered Architect, Professional Engineer, Program Management, or Professional credentials preferred. Must have a valid Georgia Motor Vehicle operator’s license with endorsements compatible with assigned duties of Cherokee County Board of Education.

GOAL

Directs capital program activities, land acquisition, construction planning and programming design, construction project management, facilities maintenance program, facility improvement, long-term facility use, overall asset management and project controls as well as oversight of capital budgets and cash flow. The incumbent in this position ensures establishment of procedures and internal controls necessary to implement these functions as well as conformity with all appropriate federal and Georgia state law, Georgia Board of Educational Policy, rules, and regulations. The role requires construction knowledge, project management expertise, excellent communication skills and the ability to direct teams from planning to execution.

Representative Duties & Responsibilities

  • Responsible for the effective and efficient execution of the Cherokee County School District (CCSD) Capital Outlay and Facility Program to construct, modify, maintain or renovate school district facilities within the local Five-Year Facilities Plan.
  • Supervise and evaluate assigned employees, provide professional development and training to ensure employee performance meets acceptable standards.
  • Develop and monitor processes to ensure timely execution of each phase of construction or maintenance including construction management, close out, and warrantee.
  • Assist with design and procurement of all construction and facility maintenance projects.
  • Oversee the development, execution, and evaluation of construction and facility budgets; work closely with project controls appropriate staff and stakeholders, including personnel from other District Divisions, to ensure coordination with other capital budget managers and oversight of capital cash flows project controls and oversight of capital improvement revenue and expenditures.
  • Meet regularly with key personnel from planning, design, and construction to ensure that proper information flows through leadership, including established goals, objectives, and long-range plans.
  • Monitor internal and external communication and prepare periodic verbal and written reports to staff, the Board of Education and the community regarding the status of program execution.
  • Collaborate with team members on selection of architects/engineers/consultants and the implementation of contracts.
  • Coordinate with School Leadership and Operations and Academics and Accountability on school-based maintenance and repair processes and renovation/modification process.
  • Coordinate with Technology and Safety and Security on infrastructure updates and improvement.
  • Develop and maintain relationships with representatives from local and state building authorities.
  • Supervise construction of new school district projects and coordinate with municipalities, utility companies, water/sewer authorities.
  • Oversee operations of the central warehouse processes.
  • Maintain current knowledge of facilities planning concepts, contract documents, construction and building codes, laws, and regulations.
  • Maintain current knowledge of environmental issues related to building operations and maintenance such as asbestos management and hazardous material management.
  • Strong decision-making and analytical/problem solving ability, budget experience, proven performance, and resource management skills.
  • Supervise construction project management team members involved with construction inspection and supervision.
  • Assist in the development of the five-year facility study as part of the requirement of the state capital outlay program.
  • Review and recommend Division, Departmental, and SPLOST budgetary needs.
  • Coordinate with other departments relative to State approval of school sites and construction documents.
  • Participate in training programs, and trade organization meetings and conventions to increase skills and proficiency related to assignments.
  • Possess and maintain valid and appropriate license, certificate and/or credential as may be required for this position.
  • Follow work scheduling and attendance requirements in a regular, predictable, and punctual manner.
  • Operate Board-owned vehicle in a safe manner and assume responsibility for all supplies and equipment on the vehicle.
  • Ensure adherence to good safety procedures.
  • Follow federal and state laws, as well as School Board policies.
  • Perform other duties as assigned.
