Strategy, Planning and Budget

Strategy, Planning and Budget operates at the heart of the Treasury to develop the Department’s overall strategy and business plan, assess performance and risk, and help deliver its objectives with a large, flexible project team who work on ministerial priorities across the whole range of the department’s policy responsibilities. We also co-ordinate the Chancellor’s annual Budget, the Finance Bill and the Treasury’s tax strategy, as well as coordinate the Treasury’s responses to the COVID-19 Public Inquiry and provide support to ministers and officials who are Inquiry witnesses. SPB also promotes excellent policymaking across the department and houses the Darlington Leadership Team, which works to ensure the successful delivery of the Darlington Economic Campus (DEC).

About The Team

Darlington Leadership Team (DLT)

The Darlington Leadership Team is a small team with big ambitions and a large and diverse network of volunteers that reaches across the whole of the Darlington Economic Campus. We are working to deliver the DEC vision; to embed the campus within Darlington and our wider North East community and to work collaboratively across the 9 departments that are co located here. This is a dynamic team, who work on a wide range of outreach activities, engaging with schools, universities, the private sector and local government and who are instrumental in changing the way we work, having an important influence not just at the DEC but in the civil service more broadly.

You will be working directly to the team’s Deputy Director with line management responsibility for an engagement coordinator (HEO grade). You’ll also work closely with a range of colleagues from different government departments across the Campus to realise DEC’s vision and objectives (attached below).

This role presents an excellent opportunity for a strong communicator and networker with a talent for ‘joining the dots’ and delivering through others. As the Darlington Economic Campus develops, we expect this role to develop too and the post holder will have the opportunity to influence this.

About The Job

The success of the DEC vision is a collective effort and is dependent on the engagement and partnership of three key audiences: everyone that works at HM Treasury, everyone that works at DEC, and our external partners (existing and future) including the local community, business, local authorities, universities, schools. This purpose of this role is to develop and deliver an engagement strategy for each of these groups that will take the Darlington Economic Campus even closer to delivering its vision.

Key Accountabilities For This Role Include

Develop and deliver Engagement strategy for the three audiences detailed above (HM Treasury staff, DEC Staff and our external partners)

  • Developing, delivering and evaluating the annual plan
  • Securing and maintaining senior sponsorship
  • Establishing a reporting framework
  • Working across campus departments and HMT groups to identify and deliver opportunities to drive the vision

Identify And Lead Specific Engagement Activities As Required

  • Recruitment fairs and outreach activities
  • Community engagement

Line manage Engagement Co-ordinator

  • Enable your direct line report to flourish

Stakeholder Engagement

  • Coordinate and manage the DEC’s relationships with regional stakeholders
  • Maintain and report on a stakeholder management system

Provide Internal Governance to the Campus

  • Maintain and support the structures that help the Campus to work together as one. This includes convening and supporting a range of meetings with distinct audiences and interests including a senior leadership team, a cross-Campus coordination group made up of all 9 government departments and specific working groups looking at areas such as interaction with higher education.
