Job Summary
This position is in the Department of Aging and Community Living, Human Resources Unit. The purpose of this position is to serve as Human Resources (HR) Specialist providing a full range of HR services with primarily focus on labor and employee relations and other advisory services for the Agency.
Duties And Responsibilities
The incumbent handles and resolves human resources issues/problems arising from employee and labor relations, incentive awards, proposals for adverse actions, grievances and appeals, performance management, conduct, tours of duty, leave and pay administration, and other human resource matters. Serves as a point of contact on FMLA/PFL, ADA, and other employee relations issues. Conducts training sessions for managers and supervisors. Serves as agency representative or technical advisor on grievance, adverse action, and appeals.
Advises operating officials on sensitive and complex matters concerning employee-management relations including trends in labor relations and potential problems involving pay and other sensitive HR issues. Works with union officials and representatives as issues arise. Identifies, analyzes, and evaluates problems to improve work processes or procedures. Advises on approaches to improve overall effectiveness. Participates in the development and maintenance of standard operating procedures, notices, and directives relating to human resources, and recommends changes to regulations, policies, and procedures under review; drafts new or revises existing policies.
Qualifications And Education
Applicants must possess one (1) year of specialized experience in the normal line of progression. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position and is typically in or related to the performance of several key employee relations matters.
