Implementation Accounts Specialist, Impartial Hearing Order - 22818

Position Summary: Under the supervision of the Director of Accounts Management, the Implementation Accounts Specialist performs professional accounting work of moderate difficulty and responsibility for the Impartial Hearing Order Implementation Unit. The Implementation Accounts Specialist will respond to inquiries from parents, advocates, attorneys, schools, and service agencies to collect required documentation and information to establish funding parameters, and process payments pursuant to Impartial Hearing Orders. The Implementation Accounts Specialist will provide ongoing information and support to parents, families, and providers related to awards for services pursuant to the administrative hearing process. Performs related work.

Key Relationships: Office of the Auditor General (OAG), Office of Legal Services (OLS), Impartial Hearing Office (IHO), Special Education Office (SEO), Committees on Special Education (CSE), Field Offices, Office of Pupil Transportation (OPT), Office of Student Enrollment (OSE), Office of Student Health (OSH), parents, special education advocates, attorneys, private schools, agencies, and community-based service providers.

Responsibilities

  • Research supporting information and documentation to establish the parameters of pay orders arising from impartial hearing orders.
  • Enter such data into New York City Public Schools (NYCPS) legacy systems on an efficient, detail-oriented and high-volume basis.
  • Review audit work papers and audit reports.
  • Resolve accounting discrepancies and irregularities.
  • Research cases to determine the status of outstanding claims and calculate amounts due.
  • Maintain records regarding the implementation of administrative decisions.
  • Coordinate the timely implementation of payments for services awarded pursuant to impartial hearing orders.
  • Conduct professional outreach to parents, parent representatives or other stakeholders as necessary to ensure timely compliance with payment orders.
  • Work closely with parents, parent advocates, attorneys, private schools and community-based service providers to effectively set up and maintain accounts for services awarded, including those pending settlement or appeal until the conclusion of the case or until the award is exhausted.
  • Examine and analyze documents regarding payments for services awarded pursuant to impartial hearing orders.
  • Liaise with other offices of the NYCPS and outside agencies regarding impartial hearing order payments.
  • Contribute to the development of internal controls, systems and operating procedures to ensure timely and proper payment for impartial hearing ordered services.
  • Process tuition payments in accordance with impartial hearing orders and supporting documentation as necessary.
  • Track data relating to payment orders and review data reports as necessary.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
  • A valid New York State Certified Public Accountant license.

Preferred

  • Proficient in all Microsoft Office Applications.
  • Knowledge of COGNOS.
  • Knowledge of FAMIS.
  • Excellent verbal, listening, problem-solving, and customer service skills.
  • Excellent investigative and research skills.
  • Strong attention to detail and follow-through.
  • Strong organizational and time management skills.
  • Ability to make effective telephone and email assessments.

Salary: $56,521 - $69,415

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
