This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.

Come join Minnesota Information Technology (MNIT) partnering with the Minnesota Department of Employment and Economic Development (DEED) to implement DEED’s new Paid Family Medical Leave (PFML) Program. This position will work on setting up the Contact Center with other IT and DEED agency professionals as well as vendors, to help shape and develop a world class system to be used by the residents of Minnesota.

The Business Analyst selected for this position will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders to understand the structure, policies, and operations of the organization and to be able to recommend solutions that enable projects to be successful and goals to be met. In this position you will participate in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.

As the Business Analyst, you will work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop within the department. You will work with development team members by collaborating on the development, testing, deployment, and adoption of solutions. You will also communicate and consult with system user populations concerning system changes and implementation planning for changes and releases.

The incumbent will participate in and practice: Business Analysis Planning and Monitoring; Elicitation; Requirements Management and Communication; Enterprise Analysis; Requirements Analysis; and Solution Assessment and Validation using industry best practices for, and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT.

This position is currently eligible for full-time telework:

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

This position requires a minimum of three (3) years of experience in performing IT business analysis functions.

Experience must include:

  • Experience working on a high functioning Agile team.
  • Experience eliciting and managing business requirements.
  • Experience working as a business analyst writing documentation and system specifications.
  • Experience communicating orally and in writing and ability to make effective use of diagrams.
  • Customer service skills that include active listening, empathy, and problem-solving.
  • Ability to communicate clearly and to present complex information in a comprehensive style by using effective verbal, written or visual diagrams to facilitate a mutual understanding between multiple parties.
  • A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Proven ability to collaborate and work effectively as part of an Agile team.
  • Experience with gathering requirements to benefit system builds and writing detailed user stories.
  • Experience setting up a contact center by working with vendor products, configurable products, and commercial-off-the-shelf (COTS) products from design through implementation.
  • Knowledge or experience using the Microsoft Suite of tools, SQL, Power BI, and Excel to manage and summarize data.
  • Knowledge of and / or experience with Power Apps, AWS Connect, Microsoft Azure, and Azure Services (e.g., cloud technologies, managed databases, API Manager).
  • Communication skills in translating technical and system information for non-technical stakeholders.
