IT PROJECT MANAGER (IT COR)

Summary

This position is part of the National Archives and Records Administration. The incumbent will serve as a Project Manager or Contracting Officer Representative (COR) for one or more of NARA's IT projects and, as needed, will also coordinate and advise on IT contracts with program and project managers, contracting officers, and subject matter experts to ensure successful contract performance.

Duties

As an IT PROJECT MANAGER (IT COR), you will:

  • Coordinate the development of a project plan to include the objectives, constraints, schedule, and resource requirements for the entirety of the project.
  • Work with the contractor to identify and develop a detailed list of tasks from the Work Breakdown Structure (WBS) and determine the task sequencing and durations for both internal and external tasks and dependencies.
  • Develop the project budget including the timing for project fund expenditures.
  • Assign tasks to team members based on the staffing plan and team member expertise.
  • Ensure timely and appropriate generation, collection, and dissemination of project information which consists of communications planning, distribution, and performance reporting.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A one year probationary period may be required.
  • Must successfully complete a background investigation.

  • Designated and/or Random Drug Testing may be required.
  • Work is primarily sedentary.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

Experience utilizing project management methodologies (Agile, Waterfall, etc) to manage project teams in implementing, modernizing, or enhancing IT systems and/or applications;

AND

Experience presenting written and oral presentations, and providing guidance, to management, Senior Executives, and/or external subject matter experts.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
