KDC APPLICATION REMEDIATION ASSESMENT & PLANNING MANAGER - (Exp working within the BC Canada Health Sector or similar province-wide health preferred)

- A Degree in Consulting Category related disciplines and a minimum of six (6) years of related Consulting Category experience; or
- A Diploma in Consulting Category related disciplines and a minimum of seven (7) years of related Consulting Category experience; or
- A Certificate in Consulting Category related disciplines and a minimum of eight (8) years of related Consulting Category experience; or
- An absolute minimum of ten (10) years of directly related Consulting Category experience.
- Services Required:
- Project management of the KDC Application assessment program
- Related guidance and expertise in developing overall approach to KDC Exit and related RCH & SMH dependencies.

- Forecast
- Budgeting
- Monthly Status reports
- Benefit Realization
- Change Management
- Communication
- KDC Migration Plan
- Oversee 3rd and coordinate FH with 3rd party consultants.
- App analysis – Data cleansing and attribution
- Disposition analysis.
- Wave Plan
- Cloud and CCH Readiness Plan
- Resource Plan
- Migration Factory Selection
- Project Governance plan
- Communication Plan
- Capacity Plan
- Cloud Operations Resources Plan
- Non supported Operating systems/middleware disposition plan
- Finance and budgeting for Capital to Operating cost shift
- ROI Model
- 1 project manager to oversee FH and Consultant engagement.
- Project Start – May 2024
- Consultant/Partner selection & Onboarding – June 2024
- Program deliverables June 2024 – March 2025
- Budget inputs for Phase 2 – November 2025
- End of Phase 1 – March 31, 2025.
- Project Description:
- A structure approach to migrating application out of the KDC
- Include application dependencies with RCH and SMH data centres
- The target state and environment requirements at CCH and/or the Cloud
- A migration plan
- Activities and the sequencing
- Structure of a Migration Factory
- Resources required to address each application
- Costs associated with the target environment and migration factory
- Create RFP and select 3rd party consulting organization(s) and/or Consultant(s) for Application Assessment
- Third Party Service Providers (e.g. Kyndryl)
- Fraser Health Informatics teams (Application owners)
- FH architecture and infrastructure teams and CLient
- Product of an overall migration plan
- Proof of Concept migration to test and inform the migration factory component
Application Assessment (primary are consultants)
- Evaluation Partner Selection SoW - Consultancy
- Initial Evaluation of applications using Azure Migrate, Dr. Migrate and additional tools
- Deep analysis using 3rd party tool. – To be selected or designed
- FH Teams engagement for data gathering
- Disposition decisions w/Fraser
- Application Inventory
- Identify owners
- Create a Governance/Decision Framework
- Identify and Select of Migration Partner(s)
- Pilot Application remediation
- Estimate Operational Costs of each app in new environment. Work with IT management and Finance to prepare
- Requirements for an overall ROI model
- Input to FH Governance on applications needing replacement and justification so they can be migrated before 2029.
The Remediation Plan Must Include
- Resource plan
- Wave plan, including application rank and prioritization
- Application Disposition (re-host as is, re-platform, replace, remove) for all applications
- Stakeholders’ participation specification e.g. Application owners, CCH, Healthcare Client
- Migration Factory resource specifics (team sizes skills etc.)
- Migration partner onboarding
- Program Governance stood up
- Communications both Internal and to KDC governance at Client.
- Contingency plan for non-moved applications do to project issues
- CCH capacity uplift plan
- Application replacement identification with FH DPPE
- Out of support systems (non-supported OS or middleware) requirements and plan.
- Financing requirements for operations and Budget for execution including final ROI model
- Remediate a small selection (~4) of applications that have minimal dependances to the Cloud to inform subscription designs for future remediations. To be done in partnership with owner application team and to inform the final migration factory approach
