Link to our video: Under general supervision, oversees, monitors, and inspects the work of contractors engaged in the maintenance, construction, and care of City-owned parks, median strips, landscaped areas and other related field maintenance and construction projects; ensures work is done according to contract specifications; and performs other related duties as assigned. Examples of Duties The duties listed below are intended only as illustrations of the various types of work that may be performed. Oversees, monitors, and inspects the work of contractors engaged in the maintenance, construction, and care of City-owned parks, median strips, landscaped areas and other related field maintenance and construction projects; conducts field inspections to verify compliance with City landscape contract; verifies weekly contractor submitted maintenance schedules, pesticide applications, irrigation-related work, and other scheduled landscape work. Checks and visually inspects trees in designated area for any apparent safety concerns; reports findings to supervisor. Inspects playground equipment to ensure equipment meets safety standards; reports any items that need repair or replacement to contractor when necessary. Responds to citizen inquiries through telephone calls, e-mails, and City government website. Prepares various landscape related reports including reports related to pesticide application and water use, tree trimming, and weekly maintenance. Coordinates the "Expand the Forest" program with City staff, City contractor, and the resident. Manages the landscape services budget; monitors water, telephone, and electric bills, as well as other bills as required. Assists in overseeing assigned capital improvement landscaping projects including developing scopes and overseeing contracts and budgets. May perform water quality inspection activities on a City-wide basis. Assists other City staff concerning landscape-related issues. Makes recommendations to the City's landscape maintenance specifications and contract terms to ensure the City's interests are achieved. Performs related duties as required. Typical Qualifications The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Methods and techniques of proper landscaping, construction, maintenance, irrigation and other related practices including planting, transplanting, cultivating, pruning and maintaining a variety of turf, ground cover, plants, shrubs, hedges and trees; principles, methods and equipment used in landscape cultivation and maintenance; safety practices and procedures within public works guidelines; current laws, regulations, and codes pertinent to landscaping; general horticulture, arboriculture, urban forestry, soil management, pest management, irrigation, and water management; soil characteristics and treatment procedures; application and uses of various pesticides; landscape and irrigation design, plan check procedures; contract development, bid preparation and administration; project management, proper written and verbal communication skills; modern office procedures, methods, and computer equipment including personal hardware and software applications; principles and practices of record keeping; basic report preparation. Ability to: Inspect the work of contractors performing maintenance, repair and construction on City-owned parks, median strips, landscaped areas and other related field maintenance and construction projects; operate personal computer to access information and utilize common business applications; analyze complex landscaping problems, evaluate alternatives and recommend or adopt effective courses of action; prepare clear and concise records, reports, correspondence, and other written materials; exercise independent judgment and initiative within established guidelines; respond to public inquiries and requests; ensure adherence to safe work practices and procedures; work independently in the absence of supervision; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work. Licenses/Certificates/Special Requirements: A valid Class C California Driver's License and the ability to maintain insurability under the City's Vehicle Insurance Policy. A Department of Pesticide Regulation Certificate. Possession of a NRPA or ACPSI Certified Park and Recreation Professional Certification or the ability to obtain one within six months of hire. Certified Arborist Certification preferred. Education/Training/Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent, supplemented by additional training and education in horticulture, pesticide use, tree care, park planning or landscape architecture and three years of progressively responsible journey-level experience in landscape maintenance; or an equivalent combination of training and experience.
