Manager of Legislative Affairs and Advocacy

Established in 1980, the Greater Lawrence Family Health Center (GLFHC) is a multi-site mission-driven non-profit organization employing over 700 staff whose primary focus is providing the highest quality patient care to residents throughout the Merrimack Valley. Nationally recognized as a leader in community medicine (family practice, pediatrics, internal medicine, and geriatrics), GLFHC has clinical sites throughout the service area and is the sponsoring organization for the Lawrence Family Medicine Residency program.

GLFHC is seeking a passionate, results-driven professional to coordinate and execute the organization’s legislative affairs and advocacy programs. The Manager of Legislative Affairs and Advocacy plays a critical role in developing and implementing strategies to advance GLFHC’s interests and objectives within the legislative and policy making arenas.

  • Working closely with affiliated industry associations, research, analyze, and monitor legislative and regulatory developments at local, state, and federal levels.
  • Partner with GLFHC’s legislative counsel to generate ideas, establish connections, and leverage their relationships.
  • Develop and recommend strategies to influence legislation and policies in alignment with GLFHC’s goals and priorities.
  • Identify opportunities for proactive engagement and anticipate potential challenges.
  • Design and implement a robust, multifaceted grassroots advocacy program (employees, patients, community) to mobilize support for key legislative initiatives.
  • Ensure a consistent outgoing stream of mail, email, and social media communication to legislators and their staffs.
  • Schedule regular legislator visits and tours of the health center and its clinical sites.
  • Establish and maintain productive relationships with the MV legislative delegation and their staffs, other elected officials, government agencies, and relevant stakeholders.
  • Read legislative briefs and bills, keeping up to date on progress at the MA State House, Senate, and House of Representatives.
  • Establish a legislative platform that is proactive, ambitious, and noteworthy.
  • Conduct analysis of legislative proposals and policy developments, tracking legislation that directly or indirectly impacts GLFHC, its workforce, and its patients.
  • Work with legislative counsel to ensure compliance with regulations and reporting requirements.

Qualifications:

  • 2-4 years’ experience in legislative affairs, government relations, public policy, health care administration, or advocacy, preferably in a non-profit organization, government agency, or corporate environment.
  • Working knowledge or fluency in Spanish strongly preferred.
  • Strong understanding of the legislative process and political landscape.
  • Outstanding written and oral communication skills, including the ability to articulate complex issues clearly and persuasively.
  • Effective public speaking and presentation ability.
  • Demonstrated ability to build and maintain relationships with diverse stakeholders.
  • Creative, strategic thinker with excellent judgement, who embraces the nuances of diplomacy.
  • Proven ability to develop and execute effective advocacy campaigns.
  • Detail-oriented with strong analytical and research skills.
  • Team player with the ability to work independently and collaboratively in a fast-paced environment.
  • Proficient with Microsoft Office suite.
  • Willingness to travel.

Education:

  • Bachelor's degree in political science, public policy, pre-law, or a related field.
