Position Summary: Community Schools support the social, emotional, physical and academic needs of students by offering a coordinated approach to increasing opportunities for young people and improving the academic performance of students through partnerships among principals, parents, teachers and community-based organizations (CBOs). Schools enter a partnership with a local CBO to offer a “whole child, whole community” approach, looking holistically at students, families, and communities to ascertain their most pressing needs and decide which services will best address those needs.

The Office of Community Schools (OCS) supports community school implementation in over 400 schools and leads policy and supports for students in temporary housing and foster care, oversees attendance policy and practices across the system, and supports most school-based afterschool programs across the city, including serving as the primary liaison with the City’s Department of Youth and Community Development (DYCD).

As a key member of the Office of Community Schools, the Operations Coordinator will support OCS operations and program teams in a range of areas - including reporting, budget, and procurement to ensure schools and community-based organization (CBO) partners implement the community school’s framework with fidelity. The Community Coordinator will liaison with CBO partners to ensure compliance with funding and purchasing requirements. Performs related work.

Key Relationships: Works closely with the Senior Operations Manager, Chief Operating Officer, OSYD central and borough-based staff, including Directors, Senior Program Managers, Program Managers, STH Regional Managers, and representatives of various NYCPS divisions, including the Division of Financial Operations, Central Business Office, Division of Contracts and Purchasing, as well as external CBO partners.

Responsibilities

  • Assists with the coordination, review, and communication of responses to inquiries from internal and external stakeholders regarding service providers.
  • Serves as a liaison to community-based providers and community-based organizations providing services to schools.
  • Assists with the development of reimbursable grant spending plans and minority/women business-owned enterprises (MWBE) compliance reports.
  • Assists the Senior Director with monitoring OCS budget and expenditures.
  • Works in conjunction with the Division of Financial Operations Accounts Payable unit in follow-up with on purchase order certification of delivery of goods and services to ensure that CBOs and vendors are paid in a timely manner.
  • Assists OCS team in developing and processing MTACs (multi-task awards contracts) for the purchase of professional development for staff and contracts for direct services to students.
  • Create purchase orders and certify invoices in FAMIS for CBO and vendor partners.
  • Assists the Senior Director with the development and registration of contracts for CBO and vendor partners.
  • Provides training to the OCS team and other community representatives regarding fiscal and purchasing procedures, including what’s outlined in the NYCPS’s SOPM and OCS Fiscal Manual.
  • Reviews and monitors program plans, funding, and performance.
  • Updates, monitors, and maintains multiple program information using spreadsheets, databases, and NYCPS systems.
  • Makes recommendations on procedures that will help streamline current community service programs and improve evaluation and monitoring processes.
  • Reviews program materials to ensure that they provide all required documents prior to submission to the Central Business Office for payment processing.
  • Assists Senior Directors with the fiscal year-end reconciliation and closing out balances for OCS’s funded programs.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above

Preferred

  • Strong problem-solving and financial analysis skills; effective oral and written communication skills.
  • Knowledge of NYCPS’s policies and procedures.
  • Proficient in Microsoft Office applications, e.g., Excel, Word, and Access.
  • Familiarity with NYCPS systems, including FAMIS, TRAC, and LCGMS.
  • Attentive to detail and extremely well-organized, with the ability to work under pressure and meet frequent and changing deadlines.
  • Ability to prioritize, work independently, handle many responsibilities simultaneously, and provide follow-up.
  • Strong oral and written communication skills.
  • Knowledge of NYCPS Standard Operating Procedures (SOP) for procurement.

Salary

$69,844 - $72,310

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
