We have an exciting opportunity to be part of a growing team. We are hiring three new Performance Improvement and Project Management Leads. These are a full – time, day shift positions. The hours of work are generally Monday - Friday between 8:00 am and 4:30 pm. Days of work and hours can vary due to assigned workload. The person (s) hired for these positions will have a telework agreement in place and work primarily from home, although touchdown stations are available within our office in Vadnais Heights, Minnesota. Upon hire employees will be required to complete a telework agreement.

As a Project Lead within Performance Improvement and Project Management Office (PIPMO) for Community Based Services (CBS) - Direct Care and Treatment (DCT) you will provide guidance, structure, and management for compliance, performance improvement and reform initiatives, including strategic planning and implementation. This position leads cross-functional, interdisciplinary-teams, and works across DCT/CBS to strategically develop, align and leverage data, processes, and resources to operationalize program and policy recommendations in alignment with DCT/CBS strategic planning, Baldrige framework, and continuous quality improvement initiatives.

Primary Responsibilities Include:

  • Manages the functions necessary to support the operational needs of the program/project/initiative to ensure successful development and implementation by anticipating, negotiating, assigning responsibility, costing components, using planning tools, and project management/CQI methodologies
  • Leads, plans, and conducts internal audits on CBS operations and processes to ensure effectiveness and efficiencies.
  • Lead qualitative and quantitative information/data collection efforts to guide development, implementation and evaluation phases of the project.
  • Lead and support matrixed-teams and workgroups in developing and operationalizing DCT/CBS compliance, performance improvement and reform initiatives according to approved objectives, project charters and workgroup findings.

Minimum Qualifications

3 years specialized experience in project and/or program management demonstrating experience in:

  • Process improvement skills sufficient to lead, manage, evaluate and maintain, large-scale program and/or process reforms.
  • Using data and statistical analysis tools, and multiple strategic planning models sufficient to evaluate goals, measures, and program results.
  • Ability to have sensitivity and respect for cultural and other differences and apply equity and inclusive workplace concepts in relation to daily work

Preferred Qualifications

  • Experience with CBS programs and/or Minnesota’s system of long term and support services, sufficient to set the direction of projects/initiatives and provide guidance to individuals engaged in cross divisional, matrixed-teams, including directors, managers, supervisors and staff.
  • Additional experience/education/certification in project management, IT, quality, compliance, analytics, evaluation, and/or public policy;

And experience in one of the following areas

  • Experience with health services referral, intake, admission, and transition processes;
  • Working knowledge of performance improvement and/or health related databases, and tracking systems such as electronic health records, quality improvement dashboards, agile app databases, MS TEAMS, and/or population health tracking.
  • Working knowledge of DHS’s enterprise data warehouse platforms and databases (including, but not limited to: MAXIS, MMIS, SSIS, PRISM, METS, MEC2, SEMA4, and SWIFT)
