The Police Chief of Staff reports directly to the Police Chief and will perform highly responsible administrative and managerial work involving planning; organizing and directing a variety of specialized projects and functions; analyzing data; creating and reviewing a variety of reports; grant applications and administration; liaising with the most senior levels of city government; and other tasks as assigned. The Police Chief of Staff will serve as a member of the Senior Executive Command Staff within the Aurora Police Department. The purpose of this position is to provide specialized administrative support to the Chief and Deputy Chief of Police by assisting in both policy development and the day-to-day implementation of the Chief's initiatives and directives. The selected candidate will have considerable independence and latitude to perform assigned tasks with the expectation of effectively and efficiently delivering administrative services in support of the Chief and Deputy Chief who are responsible for delivering law enforcement services to City residents and visitors. PRIMARY DUTIES & RESPONSIBILITIES Carry out directives from the Chief and Deputy Chief Under the direction of the Chief and Deputy Chief, responsible for the effective day-to-day general administration of the Police Department; serves as the Chief's and Deputy Chief's senior staff representative, ensuring that assignments and project deadlines are attained Functions as the primary point of contact regarding all administrative issues in the Chief or Deputy Chief's absence or unavailability and has the authority to issue guidance or directives as needed Representing the Chief and Deputy Chief, supports and partners with the City Manager and his/her management team and other appropriate government personnel to carry out the Manager's policies and directives Represents the Chief and Deputy Chief, as appropriate, in meetings of the City Manager and Management Team, the City Commission, government policy committees, boards, and citizen working groups, and other agencies or organizations; ensures appropriate and responsive follow-up by the Police Department on action items generated from these contacts Representing the Chief and Deputy Chief, serves as an additional senior executive contact/liaison for problem-solving and follow-up for the City Manager and Management Team, as well as for Mayor and Commission Members through their staff assistants Under the guidance of the Chief and Deputy Chief, confers with and advises other senior Police Department command staff in outlining and implementing plans or functions delegated by the City Manager Works closely with the public, ensuring prompt response and follow-up to various complaints and/or requests for service Reviews and responds to or makes recommendations concerning incoming correspondence, memos, reports, and other materials; prepares correspondence as required Participate in initiatives key to the APD and the broader city organization. MINIMUM QUALIFICATIONS & WORKING CONDITIONS An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: Bachelor's degree in political science, business administration, public administration, criminal justice or related field. Experience: At least 4 years administrative experience with responsibilities including finance, budgeting, project management, problem solving, decision making and/or policy formulation/recommendation Preferred Qualifications: Experience working within a criminal justice or law enforcement environment Knowledge: Public management and organization theories, principles, practices and techniques at the local, state, and federal level; knowledge of municipal government organization, function and methods of operation Basic operations of law enforcement organizations, including basic tenets of ethics, accountability, best practices and professional standards, and administrative and operational effectiveness Basic laws, ordinances and regulations underlying the municipal corporation Finances and budget administration Skills: Skilled in establishing cooperative and productive working relationships Skilled in interpersonal relations Skilled at identifying rules, principles or relationships that explain facts, data or other information, analyzing information and making correct inferences or drawing accurate conclusions Excellent interpersonal, verbal and written skills including AP style and editing and grammar excellence Highly organized and dependable Abilities to: Plan, organize, direct, control and coordinate the activities of a variety of Police Department staff/functions as directed by the Chief or Deputy Chief Ability to motivate staff and divisions under his/her leadership Analyze a variety of complex administrative problems to make sound recommendations for their solutions and to prepare working procedures Express ideas effectively, both orally and in writing Establish and maintain effective working relationships with other city officials, employees and the general public Demonstrate an awareness and appreciation of the cultural diversity in the community Multi-task and prioritize multiple projects at once, while meeting deadlines Ability and commitment to advance diversity and inclusion Perform work with tact and diplomacy Capture the voice of the organization and its officials consistently and convincingly Prepare and provide presentations Set up and break down equipment and technology Multitask, work quickly and effectively and manage multiple deadlines Demonstrate initiative, excellent judgement and collaboration with various teams Licenses and Certifications Required: Driver's License Essential Personnel: When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel. Physical Demands: Light physical work requiring the ability to lift 20 pounds with or without assistance Occasional lifting, carrying, walking and standing Frequent hand/eye coordination for operation of office equipment Continuous vision for reading and interpreting reports and data analysis and preparation Frequent speech communication, hearing and listening to maintain communication with employees and citizens Continuous speech communication to give instructions and provide technical direction Continuous vision to read gauges and instructions and operate equipment Continuous hearing/listening for instructions and warning signals Work Environment: Works both indoors and outdoors in all weather conditions with exposure to dust and noise. May also work in an office setting with overhead lighting and long periods of screen time. Equipment Used: Frequently uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines.
