Program Analyst

Strategic Insight, Ltd. is seeking a Junior or Mid-level Program Analyst (Staff Associate) position in support of the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Ship Self Defense System (SSDS) cyber security team A department. Job location is Dahlgren, King George, VA.

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility for access to classified information at the Secret clearance level.

Originally established in 1918 as a naval proving ground for testing gun weapon systems, NSWC Dahlgren Division has evolved to focus on advances in technology in Warfare Systems Development and Integration. The NSWC Dahlgren Division is a leading research, development, testing, and engineering (RDT&E) organization within the Department of the Navy.

Re Sponsibilities Include But Are Not Limited To

  • Currently a Part-Time Position supporting A33 and A34 Branches at 20 hours a week,
  • Calculate estimated stop work dates for Task Planning Sheets (TPS) to plan funds for future Subtasks,
  • Update the Subtask Balance spread sheet with current funding, dates of approximate stop work, and weekly burn,
  • Send Balance Sheets to team if Branch Financial Manager (BFM) is on leave,
  • Update the SSDS Cybersecurity Subtask Balance Sheet to reflect the Subtask Balance spread sheet on a weekly basis,
  • Update the SSDS Cybersecurity Subtask Balance Sheet to reflect contract stop-date with information received via email on a weekly basis,
  • Edit and submit the weekly SSDS Cybersecurity Engineering Weekly Reports to IWS80,
  • Upload weekly the SSDS Cybersecurity Engineering Weekly Reports on WIKI for A Dept,
  • Upload SSDS Cybersecurity Engineering Weekly Reports drumbeat slides on SharePoint for Branch Head,
  • Participate and record Actions as a fill-in for strategic planning meetings (Build Change Control Board (BCCB)/Trouble Report Database (TRDB), Trouble Report Database (TRDB) Adjudication, System Engineering Technical Review (SETR),
  • Prepare monthly reports, presentations, report analysis and track risk through monthly Project Review Technical Excellence Metrics reports (PTEM),
  • Track teams Work Breakdown Structure (WBS) status on Time Breakdown Structure (TBS) on a weekly basis,
  • Track Teams work status through Integrated Budget Planning and Execution System (IBPES) and NAVSEA Enterprise Planning System (NEPS) on a weekly basis,
  • Submit Weekly Report Status Updates to Amentum,
  • Submit Monthly Report Status Updates to Amentum,
  • Submit Monthly Progress Report-A Department Program Support to Strategic Insight Director of Dahlgren Operations to review,
  • Weekly Financial Sync Meetings, and
  • And other duties as assigned.

  • Proficiency with MS Office (Outlook, Word, Excel, and PowerPoint) including the ability to create and maintain spreadsheets, prepare presentation slides, and produce customized reports, and
  • High degree of attention to detail and accuracy in completing assignments, including good proof reading, grammar, and analytical skills.

Education And Experience

  • Mid-Level: Five (5) years of work-related experience demonstrating a technical understanding and ability to prepare complex and detailed technical documents and reports; OR, three (3) years of specialized experience in: financial planning, budgeting and execution of project funds for allocation purposes; integrated management schedule (IMS) development and tracking for planning and budgeting; coordination of task planning, schedule development and task execution for DoD and Navy programs and projects,
  • Skill set requires demonstrating both a comprehensive knowledge of software applications and best business practices along with a high degree of skill in applying software functions necessary to prepare complex and detailed documents utilizing the Microsoft (MS) Office suite of products,
  • Experience in processing complex and lengthy technical reports that include tables, graphs, charts, or multiple columns, participating in Technical Progress and Design Reviews and program technical meetings, and providing status and inputs to technical reports, white papers and meetings,
  • Junior-Level: Three (3) years of work-related experience demonstrating a technical understanding and ability to prepare complex and detailed technical documents and reports; OR, one (1) years of specialized experience as a Financial Analyst; Government, Military, or industry (Government/Military preferred). One (1) year experience with business software; SAP applications are preferred. Three (3) years of experience with Microsoft software applications (Excel, Word, Outlook, Power Point, etc.), and good oral and written communication skills.
