ROW Appraisal Coordinator Position Overview: Assists the Appraisal Manager and Appraisal Team with appraisal process activities. Will perform an initial evaluation of property(s) submitted for acquisition within the scope of the submittal documents received. Works in eBuilder and additional workflow management software, entering data throughout the appraisal process to note status updates and/or changes. Assists the Appraisal Manager with the close monitoring of all deliverables and maintains communications with stakeholders, additional RPD staff and external appraisers to ensure timeliness and ultimate delivery of appraisals within their assigned timelines. Consults with the Appraisal Manager to fine-tune the eBuilder interface as it relates to the appraisal process, with special attention given to the streamlining of data entry, the proper definition of terms, and progress monitoring of eBuilder enhancement requests. Acts as an additional liaison providing assistance to appraisers as well as RPD and project stakeholders related to various project-specific valuation concerns. Maintains the internal workflow database and takes specific responsibility for the requesting and subsequent tracking of all title and PO requests.

Essential Duties and Responsibilities:

  • Monitors the Appraisal Team inbox to ensure timely responses and distribution of emails within the team.
  • Interfaces with the RPD Submittal team to review submittal details and to coordinate a response from the Appraisal team for preliminary budgeting prior to appraiser engagement.
  • Examines all submittal documents as an additional check for the consistency of documents submitted prior to appraiser engagement.
  • Works with the Appraisal manager on final project assignment preparations prior to assembling and distributing external appraiser engagement communications.
  • Utilizes Microsoft Office skills to produce mail-merge documents for outbound appraisal engagement letters and property owner notification letters
  • Coordinates and tracks the progress of title document requests made to the Office of the County Attorney.
  • Makes the appropriate entries and updates into eBuilder and Quickbase with each step as it relates to the appraisal lifecycle.
  • Ensures department and team level processes, policies, and practices are interpreted and applied consistently and effectively.
  • Collects, organizes, indexes and maintains electronic and physical project documents in compliance with grant documentation requirements and department policies.
  • Performs other duties that may be added or changed as the course and scope of the job directs.

Requirements

Education:

  • Associate Degree in Business Management, Finance, Accounting, Real Estate, or similar discipline from an accredited college or university


Experience:

  • Two (2) years of progressively responsible, verifiable experience in administrative support or a related business activity.


Additional Requirements:

  • All applicants must submit three professional references in order to be considered for this position.
    • Two references must be from supervisors or an individual in the applicant's chain of command, and one from a peer.

Licensure:

  • A valid driver’s license (Texas upon hire), and a good driving record


Knowledge, Skills, and Abilities:

  • Ability to manage multiple projects with minimal supervision.
  • Excellent written and verbal communication skills, using proper grammar and spelling.
  • The ability to communicate effectively and establish strong working relationships with management, co-workers, the general public, industry representatives, and other government agencies.
  • Possesses a general understanding of budgets, contracts and spending concepts.
  • Must have problem analysis and resolution skills.
  • Must have strong organization and prioritization skills.
  • Self motivated and results oriented.
  • Strong skills using Microsoft Office applications (Outlook, Word, PowerPoint and Excel), and the ability to produce ad-hoc reports using available databases, spreadsheets, and other software as required.

Preferences

Education :

  • Bachelor's Degree in Business Management, Finance, Accounting, Real Estate, or similar discipline from an accredited college or university (preferred)


Experience/Knowledge :

  • Two (2) or more years professional experience in a high-functioning, fast-paced administrative support role. (preferred)
    • Preference given to experience associated with real estate valuation, real property analysis or acquisition.
  • Knowledge in or working with eBuilder and PeopleSoft (preferred)

General Information

Position Type, and Typical Hours of Work:

  • Full-Time | Regular | 40 hours per week
  • Monday - Friday | 8:00 a.m. - 5:00 p.m.
  • Subject to early mornings, late evenings, weekends and holidays at times, depending upon the project or workload.


Salary:

  • Commensurate with experience, based on 26 pay periods

  • Extensive use of a video display terminal (computer monitor)
  • Occasional sorting, filing, shelving, and handling of documents, books, files, materials, and equipment
  • Frequent standing and walking on rough, uneven, or rocky surfaces and ground during field visits.
  • ENVIRONMENTAL EXPOSURE: While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time:
  • Approximately 90% of duties will be performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels.
  • Approximately 10% of duties will be performed outdoors where there will be exposure to heat, cold, moisture, air pollution, wind, and dust.
  • Must be willing to work in various weather and working conditions when visiting a field location.
