Position: Subcontracts Manager

Location: Irvine, CA, Hybrid Schedule may be Considered

Job Summary

The Subcontracts Manager will report to the Director of SCM and support internal and external customers in the day-to-day administration of company subcontracts agreement according to the company policies and procedures, legal requirements, and customer/contract specifications. The ideal candidate will have cradle-to-grave experience in administering Department of Defense subcontracts and will be responsible for negotiating, advising management, and handling the implementation of subcontracts for optimal efficiency. The ideal candidate must also have strong written and oral communication skills, be detail-oriented, self-motivated, and able to work with little to no supervision in a fast-paced, exciting environment.

Required Duties And Responsibilities

  • Knowledge of Contractor Purchasing System Review (CPSR) and performing subcontractor proposal analyses and justifications
  • Comprehensive knowledge of government contracting policies that include the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
  • Experience administering Cost-Reimbursable, Time and Material, and Firm-Fixed-Price, Indefinite Quantity/Indefinite Delivery (IDIQ) type subcontracts with the U.S. Government, Department of Defense, in a research and development and production environment
  • Experience reviewing terms and conditions to make sure there is minimal risk and then preparing analyses for positions on negotiations to support business goals and objectives
  • Manage established subcontracts, including ensuring information integrity, negotiating changes and contract terms, modifications, and monitoring performance to deliver outcomes to achieve company expectations
  • Ensure sub contractual compliance with all laws and regulations and adherence to approval requirements for proposal and contractual actions
  • Plan and participate in the training of subcontract practices within the company
  • Interact regularly with Program Managers and internal stakeholders to support and resolve sub contractual needs or issues and ensure subcontract compliance
  • Support program subcontracting and consultant needs, complying with company and federal purchasing policies and requirements

Preferred Skills And Abilities

  • MRP/ERP Experience (Experience with Microsoft Dynamics NAV (Navision) bonus)
  • Any professional APICs or ISM certifications or university designations; CPSM (Certified Professional in Supply Chain Management), CPSD (Certified Professional in Supplier Diversity), APICs CPIM (Certified Professional Inventory Management)

Education And Related Experience

  • Bachelor's degree in business administration, related field, or equivalent work experience
  • 7-12 years of DoD subcontract administration experience

Security Clearance

It is an essential requirement for the person in this role to be a US person and be eligible to obtain any required Export Authorization and DoD Clearance.

Salary: $110,00.00 - $150,000.00

Salary depends on relevant work experience, education, training, essential skills, and/or other factors such as specialized or high-demand professions. In addition to the annual salary, the position will be eligible for an annual bonus. The pay range for this job level is a general guideline only and not a guarantee of salary or annual bonus.
